Book excerpt: This workshop report examines the capability of the forecast system to efficiently transfer weather and climate research findings into improved operational forecast capabilities. It looks in particular at the Environmental Modeling Center of the National Weather Service and environmental observational satellite programs. Using these examples, the report identifies several shortcomings in the capability to transition from research to operations. Successful transitions from R&D to operational implementation requires (1) understanding of the importance (and risks) of the transition, (2) development and maintenance of appropriate transition plans, (3) adequate resource provision, and (4) continuous feedback (in both directions) between the R&D and operational activities.

Book excerpt: "NOAA established the JPSS program in 2010 to replace aging polar satellites and provide critical environmental data used in forecasting the weather. However, the potential exists for a gap in satellite data if the current satellite fails before the next one is operational. Because of this risk and the potential impact of a gap on the health and safety of the U.S. population and economy, GAO added this issue to its High Risk list in 2013, and it remained on the list in 2015. GAO was asked to review the JPSS program. GAO’s objectives were to (1) evaluate progress on the program, (2) assess efforts to implement appropriate information security protections for polar satellite data, (3) evaluate efforts to assess and mitigate a potential near-term gap in polar satellite data, and (4) assess agency plans for a follow-on polar satellite program. To do so, GAO analyzed program status reports, milestone reviews, and risk data; assessed security policies and procedures against agency policy and best practices; examined contingency plans and actions, as well as planning documents for future satellites; and interviewed experts as well as agency and contractor officials. GAO recommends that NOAA take steps to address deficiencies in its information security program and complete key program planning actions needed to justify and move forward on a follow-on polar satellite program. NOAA concurred with GAO’s recommendations and identified steps it is taking to address them."--Highlights page.

Book excerpt: Techniques to estimate reentry vehicle weather erosion parameters from satellite measurements are described. The techniques were developed over a period of three years. An empirical approach was followed with simultaneous measurements of clouds by aircraft and satellite sensors in a series of 41 cases covering a great range of cloud conditions. For each case the aircraft measurements of clouds supplemented by surface weather reports and radar pictures were converted to profiles of hydrometeor densities vs altitude. The erosion parameters predict the amount of material eroded from a nosetip and the range error of the reentry system due to erosion by ice and water particles in the atmosphere. The erosion parameters were related to infrared and visible satellite imagery data from NOAA ITOS satellites by means of non-linear equations. Equations were also developed to estimate total cloud mass and thickness from the same satellite data. Extensive applications and tests were made of the equations to estimate erosion parameters from satellite data.
