Book excerpt: In the face of authoritarian, divisive trends and multiplying crises, when politics-as-usual is stymied, Awakening Democracy through Public Work shows it is possible to build foundations for a democratic awakening grounded in deep American traditions of a citizen-centered commonwealth. Awakening Democracy through Public Work begins with the story of Public Achievement, a youth civic education and empowerment initiative with roots in the civil rights movement. It describes Public Achievement's first home in St. Bernard's, a low-income Catholic elementary school in St. Paul, Minnesota, and how the program spread across the country and then abroad, giving birth to the larger concept of public work. In Public Achievement, young people practice "citizen politics" as they tackle issues ranging from bullying, racism, and sexual harassment to playground improvements, curriculum changes, and better school lunches. They develop everyday political skills for working across differences and making constructive change. Such citizen politics, more like jazz than a set piece of music, involves the interplay and negotiation of diverse interests and views, sometimes contentious, sometimes harmonious. Public Achievement highlights young people's roles as co-creators—builders of schools, communities, and democratic society. They are not citizens in waiting, but active citizens who do public work. Awakening Democracy through Public Work also describes how public work can find expression in many kinds of work, from education and health to business and government. It is relevant across the sweep of society. People have experimented with the idea of public work in hundreds of settings in thirty countries, from Northern Ireland and Poland to Ghana and Japan. In Burundi it birthed a national initiative to rework relations between villagers and police. In South Africa it helped people in poor communities to see themselves as problem solvers rather than simply consumers of government services. In the US, at Denison University, public work is being integrated into dorm life. At Maxfield School in St. Paul, it is transforming special education. In Democracy Inside, Albert W. Book excerpt: This 2019 Article IV Consultation and Proposal for Post-Program Monitoring highlights that Iraq’s social conditions remain harsh following the war with ISIS, with slow progress at reconstruction, weak public services and a lack of job opportunities. In the absence of policy changes, a widening budget deficit is expected to divert resources away from essential investment to rebuild the country and improve public services, while eroding reserves and posing risks to medium-term sustainability. Expenditure rigidities and limited fiscal buffers imply a significant vulnerability to oil price shocks in a context of volatile prices. The fiscal and external positions are expected to continue to deteriorate over the medium term absent policy changes—with reserves falling below adequate levels and fiscal buffers eroded. In a context of highly volatile oil prices, the major risk to the outlook is a fall in oil prices which would lower exports and budgetary revenues, leading to an even sharper decline in reserves or higher public debt. Geopolitical tensions, the potential for social unrest in a context of weak public services and lack of progress in combatting corruption pose further risks.

In Citizen Knowledge, Lisa Herzog discusses how knowledge, understood in a broad sense, should be dealt with in societies that combine a democratic political system with a capitalist economic system. How do citizens learn about politics? How do new scientific insights make their way into politics? What role can markets play in processing decentralized knowledge? Herzog takes on the perspective of "democratic institutionalism," which focuses on the institutions that enable an inclusive and stable democratic life. She argues that the fraught relation between democracy and capitalism gets out of balance if too much knowledge is treated according to the logic of markets rather than democracy. Complex societies need different mechanisms for dealing with knowledge, among which markets, democratic deliberation, and expert communities are central. Citizen Knowledge emphasizes the responsibility of bearers of knowledge and the need to support institutions that promote active and informed citizenship. Through this lens, Herzog develops the vision of an egalitarian society that considers the use of knowledge in society not a matter of markets, but of shared democratic responsibility, supported by epistemic infrastructures. As such, Herzog's argument contributes to political epistemology, a new subdiscipline of philosophy, with a specific focus on the interrelation between economic and political processes. Citizen Knowledge draws from both the history of ideas and systematic arguments about the nature of knowledge to propose reforms for a more unified and flourishing democratic system.
