Community Revival in the Wake of Disaster argues that entrepreneurs, conceived broadly as individuals who recognize and act on opportunities to promote social change, fill this critical role. Using examples of recovery efforts following Hurricane Katrina in New Orleans, Louisiana, and Hurricane Sandy on the Rockaway Peninsula in New York, the authors demonstrate how entrepreneurs promote community recovery by providing necessary goods and services, restoring and replacing disrupted social networks, and signaling that community rebound is likely and, in fact, underway. They argue that creating space for entrepreneurs to act after disasters is essential for promoting recovery and fostering resilient communities.

Book excerpt: This book examines the sociological consequences of disaster relief and recovery, and uncovers its impact on the communities that were affected by the Indian Ocean tsunami in 2004. It is the most extensive and intensive study of post-disaster community rebuilding yet reported in the literature on the subject. The authors draw on this research to develop a three-phase strategy for moving from quick and effective relief to long-term social recovery work. While there have been many big natural disasters since then, none have affected so many local communities spread over so many nations and none have evoked the same kind of global response. A great deal of post-tsunami recovery work was done in India and Sri Lanka, with more than 500 international aid and humanitarian agencies involved in Sri Lanka alone – many with little experience in long-term community development. This book argues that international aid agencies must work patiently to put in place meaningful partnerships with local, community-based organisations as soon as long-term physical and social planning becomes possible. The authors explain that such an approach could help address some pre-existing vulnerabilities in disaster-affected communities. They argue that it is much easier to rebuild damaged infrastructure than to rebuild shattered lives, and to ensure that traumatised communities are not put under new stresses and strains, the ‘fault-lines’ within these communities need to be lessened.

The challenges of preparing for these events, withstanding their impact, and rebuilding communities afterward require strategic responses from different levels of government in partnership with the private sector and in accordance with the public will. Disasters have a disproportionate effect on urban places. Dense by definition, cities and their environs suffer great damage to their complex, interdependent social, environmental, and economic systems. Social and medical services collapse. Long-standing problems in educational access and quality become especially acute. Local economies cease to function. Cultural resources disappear. The plight of New Orleans and several smaller Gulf Coast cities exemplifies this phenomenon. This volume examines the rebuilding of cities and their environs after a disaster and focuses on four major issues: making cities less vulnerable to disaster, reestablishing economic viability, responding to the permanent needs of the displaced, and recreating a sense of place. Success in these areas requires that priorities be set cooperatively, and this goal poses significant challenges for rebuilding efforts in a democratic, market-based society. Who sets priorities and how? Can participatory decision-making be organized under conditions requiring focused, strategic choices? How do issues of race and class intersect with these priorities? Should the purpose of rebuilding be restoration or reformation? Contributors address these and other questions related to environmental conditions, economic imperatives, social welfare concerns, and issues of planning and design in light of the lessons to be drawn from Hurricane Katrina.

Book excerpt: This volume focuses on the status of the elderly and the disabled after disasters globally as well as the challenges of post-earthquake rebuilding in Haiti. The International Federation of the Red Cross and Red Crescent Societies has estimated that between 1987 and 2007, about 26 million older people were affected each year by natural disasters alone and that this figure could more than double by 2050 due to the rapidly changing demographics of ageing. People with disabilities (physical, medical, sensory or cognitive) are equally at risk of utter neglect during and after disasters. The Australian Agency for International Development estimates that 650 million people across the world have a disability and about 80 per cent of them live in developing countries. Similarly, before the January 2010 earthquake, Haiti was a “country with tremendous development needs and numerous impediments to development,” according to Congresswoman Maxine Waters when introducing a Resolution in the US House of Representatives to cancel Haiti’s debts in March 2007. These impediments included an overwhelming burden of international debt; lack of personal and community assets; and, very little or no internal and external capacities, all of which have been exacerbated by the aftermath of the earthquake. It was against this background that the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts Boston organized two international Conferences in 2010 – in April, on Rebuilding Sustainable Communities in Haiti in the wake of the January Earthquake; and, in July, on Rebuilding Sustainable Communities with the Elderly and Disabled People after Disasters. This edited book consists of selected papers that were presented at these academic events. The topics include Disaster Experiences of the Elderly and the Disabled in Nigeria; The Vulnerability of Elderly People in the Aftermath of Earthquakes in Iran; Methods for Assessing and Developing Understanding of Resiliency in Communities; The Tuareg’s traditional Shelter for Disaster Mitigation and Reconstruction in Libya; and, People with Disabilities in Haiti Before and After the 2010 Earthquake.

In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. With three presidentially declared disasters, nearly every county in the state of Indiana was directly affected. A goal for the book is to help other communities prepare for and recover from disaster. Bartholomew County was not prepared for the flood. The majority of Watershed focuses on Columbus as a case study for coping with disaster without the benefit of a pre-established response and recovery plan. Columbus has learned and will be prepared for future disaster situations. The key learning from the flood recovery and improvements to our local community are also discussed. After failing to find available resources on the subject of local disaster recovery, I felt God call me to write Watershed. I was at a unique place in my life because my employer, Columbus Regional Hospital, was closed for four months due to the flood and allowed me to pursue my passion of flood recovery during that time. The research from the book includes extensive coverage from the Columbus newspaper The Republic, minutes that I took as Secretary of the Bartholomew County Long Term Flood Recovery Team, and over 40 recorded interviews. I interviewed flood-affected individuals, leaders of nonprofit agencies, and members of the Indiana Volunteer Organizations Active in Disaster (INVOAD). The book highlights 17 nonprofit leaders whose organizations played a key role in recovering from the 2008 disasters. From the proceeds of Watershed, I will donate 90% of the net profits to these organizations. The 17 essays in the book add variety and depth to a disaster recovery that requires more than one perspective to accurately convey the complexity of the experience.

Similarly, the March 2011 Tohoku earthquake was the greatest known earthquake ever to have hit Japan and one of the five strongest ever recorded earthquakes in the world since 1900. Subsequently, the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts Boston organized a conference in November 2012 to survey the best practices in post-disaster rebuilding efforts in China and Japan.
