Book excerpt: The Arabian Gulf oil and gas production reserves have made it one of the world's strategic producers since the early 1960s, with many of the existing platforms stretched beyond their original design life. Advances in drilling technology and reservoir assessments have extended the requirement for the service life of those existing platforms even further. Extension of the life span of an existing platform requires satisfactory reassessment of its various structural components, including piled foundations. The American Petroleum Institute Recommended Practice 2A (API RP2A) is commonly used in the Arabian Gulf for reassessment of existing platforms. The API guidelines have been developed for conditions in the Gulf of Mexico, the waters off Alaska and the Pacific and Atlantic seaboards of the USA. However, the Arabian Gulf conditions are fundamentally different to those encountered in US waters. Hence, there is a need to develop guidelines for reassessment of existing offshore structures to account for the specific conditions of the Arabian Gulf. This thesis performs statistical analyses on databases collected during this research from existing platforms to calibrate relevant load and resistance factors for the required guidelines. The developed guidelines are based on established approaches used in developing international codes and standards such as API RP2A-LRFD. The outcome of this research revolves around the following three main issues: 1. Calibration of resistance factors for axial capacity of piles driven in the carbonate soils 2. Development of open area live loads (OALL) on offshore platforms 3. Effect of extreme storm conditions on the reliability of existing platforms in the Arabian Gulf The outcomes of this research are expected to have a profound influence onreassessment of existing platforms in the Arabian Gulf.

Scientific institutions, basing their work on critically flawed computer simulations and models, have gained influence and funding. In return they have allowed themselves to be directed by the needs of politicians and lobbyists for simple answers, slogans and targets. The resulting policy - a 60% reduction of greenhouse-gas emissions by 2050 - would have a huge, almost unimaginable, impact upon landscape, community and biodiversity. On the basis of his studies of satellite data, cloud cover, ocean and solar cycles, Peter Taylor concludes that the main driver of recent global warming has been an unprecedented combination of natural events. His investigations indicate that the current threat facing humanity is a period of global cooling, comparable in severity to the Little Ice Age of 1400-1700 AD. The risks of such cooling are potentially greater than global warming and on a more immediate time scale, with the possibility of failing harvests leaving hundreds of millions vulnerable to famine. Drawing on his experience of energy policy and sustainability, Taylor suggests practical steps that should be taken now. He urges a shift away from mistaken policies that attempt to avert inevitable natural changes, to an adaptation to a climate that is likely overall to turn significantly cooler.

Book excerpt: In late nineteenth-century Russia, a series of organizations emerged from the nascent radical liberationist movement for the purposes of providing aid to political prisoners and exiles. Those leading these endeavors framed them as a philanthropic exercise that was paradoxically always also political, provocatively appropriating the name and humanitarian mission of the Red Cross for their illicit attempts to assist the enemies of the Tsarist state. These efforts provided a unifying thread to the fractious and fragmented revolutionary movement over years and even decades. The unjustly persecuted political prisoner or exile came to serve as a powerful synecdoche for the tyranny of the autocratic state, while assisting these "suffering martyrs" came to be legible as an indisputably noble act across political and even national boundaries. Revolutionary Philanthropy--the first book in any language to provide a comprehensive portrait of the origins of these organizations--posits that the groupings that undertook aid to political prisoners and exiles emerged through gradually accrued shared practices within a series of constantly evolving, overlapping domestic and international personal and political networks. In bringing together two seemingly incompatible modes of social action--radical politics and philanthropy--these "red cross" activities came to form a vital connective tissue across party and ideological lines. Moreover, they connected the still small and isolated groupings of committed revolutionaries to a significantly wider circle of sympathizers, both at home and abroad. Within Russia, this linked radicals to a significantly broader circle of liberals and politically uncommitted supporters, while revolutionary ?migr?s presented the Western public with a captivating narrative of heroic martyrs unjustly suffering for the cause.
