Available in PDF, EPUB and Kindle. Book excerpt: For nearly as long as there have been electoral districts in America, politicians have gerrymandered those districts. Though the practice has changed over time, the public reaction to it has remained the same: gerrymandering is reviled. There is, of course, good reason for that sentiment. Gerrymandering is intended to maximize the number of legislative seats for one party. As such, it is an attempt to gain what appears to be an unfair advantage in elections. Nevertheless, gerrymandering is not well understood by most people and this lack of understanding leads to a false sense that there are easy solutions to this complex problem. Gerrymandering: The Politics of Redistricting in the United States unpacks the complicated process of gerrymandering, reflecting upon the normative issues to which it gives rise. Tracing the history of partisan gerrymandering from its nineteenth-century roots to the present day, the book explains its legal status and implementation, its consequences, and possible options for reform. The result is a balanced analysis of gerrymandering that acknowledges its troubling aspects while recognizing that, as long as district boundaries have to be drawn, there is no perfect way to do so.

Available in PDF, EPUB and Kindle. Book excerpt: A history of re-apportionment in the United States. Fifty eight distinguished contributors show in a state-by-state format how re-apportionment has shaped the politics of the states, and how it continues to do so after a recent federal census. The balance of parties in both state and federal legislatures, the voice of minority groups, even the role of local governments can be manipulated by redistricting.
Download or read book Race and Partisanship in California Redistricting written by Olivier Richomme and published by Rowman & Littlefield. This book was released on 2019-04-26 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: Race and Partisanship in California Redistricting: From the 1965 Voting Rights Act to Present studies redistricting and its evolution in California since the passage of the 1965 Voting Rights Act. It poses the question: What is the interactive play of race and partisanship in redefining the meaning of political representation through redistricting? Unlike other studies of redistricting, it focuses not on the South but on the West, not on White versus Black, but on the difficulties of diversity. It tells the story of redistricting in California, which has now become one of the most left-leaning states and is considered a harbinger of political trends in the United States. Ultimately, this is a book that looks forward by looking backward at the tug-and-pull of redistricting efforts aimed at ensuring greater equality in a racially diverse democracy and asks: What is the role played by race and partisanship in the voting rights revolution? How does that vary far from the traditional flashpoints of American race relations? What does that tell us about the redefinition of political representation in the past half-century? And––most crucially––what does it foretell, for the next half century?
