Book excerpt: This White Paper sets out the Government's proposals for economic reform of the EU Single Market, in the light of the future EU enlargement process and the accession of new member states from central and eastern Europe. It reviews the progress made since the Lisbon European Council in 2000 and considers the challenges facing the EU to achieve sustained economic growth and high living standards. The White Paper highlights the need for structural reforms of the product, labour and capital markets to improve productivity and employment levels across the EU and provide a strong competitive base in the global economy. It identifies the need to reduce unnecessary regulation and trade barriers, in order to establish a regulatory system which upholds fair working standards whilst ensuring business can remain competitive and create new jobs. It includes proposals to liberalise capital markets, establish a single market for financial services, the opening up of energy markets across Europe, and the creation of EU networks for telecoms, transport, gas and electricity. It also examines the skills and education system required to meet the demands of a knowledge economy and achieve the objectives of social justice, social inclusion and sustainable development.

Book excerpt: Realising Europe's potential: progress and challenges examines the participation of women directors on the boards of the STOXX 600 companies between 2011 and 2015. The study also looks at other related topics such as the inclusion of women directors and board committees and the promotion of women into board leadership position. This study also identifies trends occurring at company, country, sector levels concerning board gender diversity which is driven mainly by the addition of independent, non-executive female directors. Women on European boards are on average younger, newer to the board, a higher number of outside directorships listed companies, and are more likely to be independent outsiders that their male counterparts. The topics covered in the study include proportion of women on Boards of Directors, proportion of women on Board Committee additional gender -related board statistics representation of women in leadership positions remuneration regulatory framework examination of company disclosures and league tables. In response, the Court of Justice has set a spectacular development in motion. With its ruling in Associação Sindical dos Juízes Portugueses it activated the Union's common values and positioned Article 2 TEU at the very heart of its jurisprudence. Turning Article 2 TEU into an operational, judicially applicable provision, the Court has begun to assess the Member States' constitutional structures against these yardsticks. Since then, the jurisprudence has evolved with remarkable speed. EU Values Before the Court of Justice provides a first comprehensive study of the judicial mobilisation of Article 2 TEU. It starts by developing the foundations of this emerging jurisprudence in empirical, doctrinal, and theoretical terms. In this book, Spieker seeks to advance a new understanding of Article 2. He argues that the provision should be understood as having a dual character that resonates between two dimensions, namely an EU dimension limited to the EU legal order and a 'Verbund' dimension that extends to the common whole of the Union and its Member States. Article 2 plays different roles in these two spheres - as thick constitutional core of the EU legal order and as thin constitutional frame for the 'Verbund'. This dual character should guide the provision's future judicial development. The book sets out to explore the multifaceted potential of Article 2 TEU in each of these two dimensions. As such, it goes far beyond the current focus on illiberal developments in Member States and strives to broaden our horizon for the judicial mobilisation of EU values. The book closes by assessing the risks of placing an activated Article 2 into the hands of Luxembourg judges and proposes ways to recalibrate the jurisprudence.
