This book argues that decision-makers in governments, businesses, households, and development agencies tend to focus on avoiding losses from disasters, and perceive the return on investment as uncertain – only realised if a somewhat unlikely disaster event actually happens. This book develops a new business case for investment based on the multiple dividends of resilience. This looks beyond only avoided losses (the first dividend) to the wider benefits gained independently of whether or not the disaster event occurs. These include unleashing entrepreneurial activities and productive investments by lowering the looming threat of losses from disasters and enabling businesses, farmers and homeowners to take positive risks (the second dividend); and co-benefits of resilience measures beyond just disaster risk (the third dividend), such as flood embankments in Bangladesh that double as roads, or wetlands in Colombo that reduce urban heat extremes.

A drawn-out trade conflict could undermine trade and investment in the region, and US fiscal policy and the consequences of a disorderly Brexit could weigh on growth in the advanced economies and the People's Republic of China. Though the risk of sharp increases in US interest rates has subsided, policy makers must stay vigilant. Disasters are shaped by natural hazards and the dynamics of the economy, society, and environment in which they occur. They pose a growing threat to development and prosperity in the region, their consequences disproportionately severe in developing countries, especially for the poor and marginalized. As developing Asia is home to more than four-fifths of the people affected by disasters globally in the past 2 decades, the region must strengthen its disaster resilience. This means integrating disaster risk reduction into national development and investment plans, spending more on prevention for a better balance with spending on rescue and recovery, and pooling risk through insurance and reinsurance.

Book excerpt: This is the first book to articulate how to address interlinkages among sustainable development goals (SDGs), which are keys to implementing those goals by 2030. At the heart of the book is a resilience approach to the enabling relevant systems, practices, and education and research. While SDGs are well known at different levels from local to global spheres, a major gap can be seen between goals and approaches, as approaches are lacking for addressing interlinkages among SDGs. The United Nations General Assembly in 2015 acknowledged interlinkages as being of crucial importance in ensuring the purpose of the goals. However, few actual approaches have been specified to address the interlinkages or interconnections at both the policy and practical levels. Thus, it is urgent to face the question of how to address the interlinkages by stakeholders—not only policy communities and researchers but also practitioners and students, especially innovators who can go beyond existing boundaries. By highlighting that challenge, this book lays out a path for addressing interlinkages among SDGs by applying a resilience approach to the issues of a sustainable society. The resilience approach has been developed from combinations of different modes of thinking and practices, including the systems approach, systems and design thinking, and resilience thinking and practices. Based on this overarching approach, innovators seek out the relevance of that approach to their SDGs-related practices at the system, local, and educational levels. The book therefore serves as a guide to how the resilience approach can contribute to accelerating implementation of SDGs by 2030.

Cities around the world are formulating plans to respond to climate change and adapt to its impact. Often, marginalized urban residents resist these plans, offering “counterplans” to protest unjust and exclusionary actions. In this book, Kian Goh examines climate change response strategies in three cities—New York, Jakarta, and Rotterdam—and the mobilization of community groups to fight the perceived injustices and oversights of these plans. Looking through the lenses of urban design and socioecological spatial politics, Goh reveals how contested visions of the future city are produced and gain power. Goh describes, on the one hand, a growing global network of urban environmental planning organizations intertwined with capitalist urban development, and, on the other, social movements that themselves often harness the power of networks. She explores such initiatives as Rebuild By Design in New York, the Giant Sea Wall plan in Jakarta, and Rotterdam Climate Proof, and discovers competing narratives, including community resiliency in Brooklyn and grassroots activism in the informal “kampungs” of Jakarta. Drawing on participatory fieldwork and her own background in architecture and urban design, Goh offers both theoretical explanations and practical planning and design strategies. She reframes the critical concerns of urban climate change responses, presenting a sociospatial typology of urban adaptation and considering the notion of a “just” resilience. Finally, she proposes a theoretical framework for designing equitable and just urban climate futures.
