Book excerpt: El derecho a la cultura física y al deporte no es un privilegio que nos dé el Estado, sino un derecho constitucional establecido en artículo 3ð, y como tal el gobierno tiene la obligación de dar atención a la sociedad, al igual que otras necesidades básicas como la educación y salud. En esta emisión hablamos con el Mtro. Teófilo Muñoz en torno a las diferentes dimensiones del deporte, comenzando por la iniciación deportiva en niños y jóvenes y sus carencias en la educación básica; pasando por la situación actual del deporte de alto rendimiento; y la importancia del deporte masivo que es al que el gobierno y las políticas públicas deberían enfocarse. Sin embargo, uno de los grandes y graves problemas del deporte es que se le ve como negocio, lo que ha condicionado la inversión en los deportes que generen dividendo económico y no social. De este modo, quienes están a cargo de la administración del deporte en México, miden el éxito a través de las medallas, trofeos y copas; pero si hablamos de un deporte masivo, éste no va a dar dividendos ni medallas, pero sí el resultado más importante que es el desarrollo integral del individuo. A lo largo de poco más de 100 años, México ha conseguido por su participación en juegos olímpicos, 61 medallas. Un magro resultado frente al indiscutible ganador: Estados Unidos, que registra un total de 2,304 preseas. Esta escasa cosecha de medallas, ¿se fundamenta en falta de apoyo económico a los deportistas? Acaso ¿En la ausencia de un marco normativo? ¿Qué ha hecho falta para lograr incorporar a la población en general a la práctica de la actividad física y deportiva, como un medio para mejorar su calidad de vida, fomentar una cultura de salud y sana convivencia, y crear así un semillero de deportistas?

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
