Book excerpt: Tracing and evaluating the development in the history of Japanese culture and society that permits Japan's rapid and continuing modernization, Professor Yoda provides a new and original approach to the modernization of Japan. He starts from the assumption that Japan was better equipped for modernization because pre-modern Japan had already started to abandon Confucian influences. In his account of modernization during the Meiji-period he focuses on general patterns inherent in Japanese culture and society enabling Japan to integrate foreign elements without having to follow foreign models slavishly. 'Patterns in culture', such as the Japanese preference for juxtaposing the new and the ancient, are contrasted with China's preference for discarding past institutions in revolutionary processes. The transferability of paradigms such as 'absolutism' is accepted with some modifications. In the major descriptive part of the work, the history of economic, political, institutional modernization is presented on the basis of quotations from original Japanese (and Chinese) sources, arranged within the methodological framework of universal historical concepts, indigenous cultural patterns and specific conditions in both countries. The book is composed of two articles previously published in Japanese and Chinese, two new chapters written especially for the volume, and background information provided by Professor Radtke.

Book excerpt: New Times in Modern Japan concerns the transformation of time--the reckoning of time--during Japan's Meiji period, specifically from around 1870 to 1900. Time literally changed as the archipelago synchronized with the Western imperialists' reckoning of time. The solar calendar and clock became standard timekeeping devices, and society adapted to the abstractions inherent in modern notions of time. This set off a cascade of changes that completely reconfigured how humans interacted with each other and with their environment--a process whose analysis carries implications for other non-Western societies as well. By examining topics ranging from geology, ghosts, childhood, art history, and architecture to nature as a whole, Stefan Tanaka explores how changing conceptions of time destabilized inherited knowledge and practices and ultimately facilitated the reconfiguration of the archipelago's heterogeneous communities into the liberal-capitalist nation-state, Japan. However, this revolutionary transformation--where, in the words of Lewis Mumford, "the clock, not the steam engine," is the key mechanism of the industrial age--has received little more than a footnote in the history of Japan. This book's innovative focus on time not only shifts attention away from debates about the failure (or success) of "modernization" toward how individuals interact with the overlay of abstract concepts upon their lives; it also illuminates the roles of history as discourse and as practice in this reconfiguration of society. In doing so, it will influence discussions about modernity well beyond the borders of Japan.

This book takes the Japanese house in both senses, as site and as artifact, and explores the spaces, commodities, and conceptions of community associated with it in the modern era. As Japan modernized, the principles that had traditionally related house and family began to break down. Even where the traditional class markers surrounding the house persisted, they became vessels for new meanings, as housing was resituated in a new nexus of relations. The house as artifact and the artifacts it housed were affected in turn. The construction and ornament of houses ceased to be stable indications of their occupants’ social status, the home became a means of personal expression, and the act of dwelling was reconceived in terms of consumption. Amid the breakdown of inherited meanings and the fluidity of modern society, not only did the increased diversity of commodities lead to material elaboration of dwellings, but home itself became an object of special attention, its importance emphasized in writing, invoked in politics, and articulated in architectural design. Buddhism and Modernity: Sources from Nineteenth-Century Japan makes accessible the voices of Japanese Buddhists during the early phase of high modernity. The volume offers original translations of key texts—many available for the first time in English—by central actors in Japan’s transition to the modern era, including the works of Inoue Enryō, Gesshō, Hara Tanzan, Shimaji Mokurai, Kiyozawa Manshi, Murakami Senshō, Tanaka Chigaku, and Shaku Sōen. All of these writers are well recognized by Buddhist studies scholars and Japanese historians but have drawn little attention elsewhere; this stands in marked contrast to the reception of Japanese Buddhism since D. T. Suzuki, the towering figure of Japanese Zen in the first half of the twentieth century. The present book fills the chronological gap between the premodern era and the twentieth century by focusing on the crucial transition period of the nineteenth century. Issues central to the interaction of Japanese Buddhism with modernity inform the five major parts of the work: sectarian reform, the nation, science and philosophy, social reform, and Japan and Asia. Throughout the chapters, the globally entangled dimension—both in relation to the West, especially the direct and indirect impact of Christianity, and to Buddhist Asia—is of great importance. Ericson's Financial Stabilization in Meiji Japan overturns widely held views of the program carried out by Finance Minister Matsukata Masayoshi. As Ericson shows, rather than constituting an orthodox financial-stabilization program—a sort of precursor of the "neoliberal" reforms promoted by the IMF in the 1980s and 1990s—Matsukata's policies differed in significant ways from both classical economic liberalism and neoliberal orthodoxy. The Matsukata financial reform has become famous largely for the wrong reasons, and Ericson sets the record straight. He shows that Matsukata intended to pursue fiscal retrenchment and budget-balancing when he became finance minister in late 1881. Various exigencies, including foreign military crises and a worsening domestic depression, compelled him instead to increase spending by running deficits and floating public bonds. Though he drastically reduced the money supply, he combined the positive and contractionary policies of his immediate predecessors to pull off a program of "expansionary austerity" paralleling state responses to financial crisis elsewhere in the world both then and now. Through a new and much-needed recalibration of this pivotal financial reform, Financial Stabilization in Meiji Japan demonstrates that, in several ways, ranging from state-led export promotion to the creation of a government-controlled central bank, Matsukata advanced policies that were more in line with a nationalist, developmentalist approach than with a liberal economic one. Ericson shows that Matsukata Masayoshi was far from a rigid adherent of classical economic liberalism.
