Police unions, and in particular local police employees associations, are examined, and the processes of interaction with police management are described. Because productivity programs require management/union cooperation, it is important that efficient mechanisms for communication and negotiation be maintained. Examples are presented of how several departments have approached this task. A number of case studies of productivity programs are included. The author concludes that productivity maximization is and will remain an imperative, as will the need for unions and management to reach mutually acceptable policies for achieving it.--Paper by Harry P. A small number of officers are responsible for the majority of arrests that end in conviction; however, there is no substantial evidence for attributing variation in officer performance to personal or demographic characteristics. Data were gathered along two different but related lines: first, PROMIS data were examined from seven diverse jurisdictions; secondly, a sample of High Conviction Rate (HCR) and Low Conviction Rate (LCR) officers was surveyed in Manhattan and Washington, D.C. The study found that officers responding to crime calls should be fully aware of the importance of recovering tangible evidence and enlisting the cooperation of persons who have witnessed or know about the crime. HCR officers indicated that they tended to focus greater attention on locating and dealing with witnesses than LCR officers. HCR officers were more willing to use both a direct, factual line of questioning and a psychological, indirect approach; LCR officers preferred the indirect approach. Furthermore, HCR officers reported success in improving witness cooperation by locating additional witnesses in order to create mutual support. The lack of difference in the demographic and attitudinal portions of the interviews rules out policy recommendations in areas such as recruitment, selection, and screening. However, the study recommends that officers receive feedback from the courts in order to improve the quality of their arrests. Study data and 7 notes are provided.

Book excerpt: The monograph consists of an examination of the rationale for higher police educational standards, a report of research relevant to the impact of upgrading efforts, a critique of current educational programming, and the explication of a model criminal justice curriculum appropriate for both police and other criminal justice system personnel. Three distinct but related rationales are developed relevant to educational upgrading. The rationales involve police ability to control crime, perform their order maintenance function, and properly exercise discretion. The research reported includes an assessment of current police recruit educational levels: patterns of employment of collegiate recruits; the impact of the Law Enforcement Education Program, police cadet programs, and agency reward programs; the influence of agency characteristics in attracting and retaining collegiate recruits. and the impact of the development of educational programs in law enforcement and criminal justice. An examination of present educational programming postulates several major deficiencies. A model curriculum is proposed which provides a broad theoretical orientation to the entire criminal justice process. The model consists of guidelines for twenty criminal justice courses. Each guideline includes both selected related readings and a content outline.
