Book excerpt: Excerpt from Readings in American Government and Politics This collection of illustrative materials is designed to accompany my American Government and Politics, now in preparation, and the choice and arrangement of the selections have been dominated by the plan of that volume. However, I hope that the pages which follow may be used with profit in connection with other manuals, and read with some interest by the student of government who wishes to go beyond the statements of text writers for his information. While the materials come from a large variety of sources, I have chosen wherever possible from the writings of men who have had a practical experience in the conduct of government. I have also sought to illustrate the larger and more permanent features of our political system, rather than to furnish a "handy guide to the law and practice." To facilitate the work of the student and teacher, I have endeavored to make each extract clear, compact, and self-explanatory, and in several instances I have condensed considerably by omitting obscure allusions and passages not bearing directly on the principles which I have wished to bring out. To avoid marring the pages with unsightly "points," I have merely placed an asterisk at the head of each selection which has been subjected to this process of condensation. The side notes are intended primarily to help the teacher in conducting class discussions. Book excerpt: Excerpt from Select Readings in American Government This book, Select Readings in American Government, is published for the purpose of providing in a convenient form a number of carefully chosen articles, excerpts, and documents the reading of which will aid the student or the lay citizen of the United States in developing an intelligent understanding of the federal system of government in which he participates and for which he carries such heavy responsibilities. It is designed especially for use in college classes as supplementary material in a general course in American government. Obviously, it is not planned for specialists. Federal government is necessarily legal in nature. Some knowledge of constitutions is essential even for the average citizen. Readings in this book furnish some information about constitutions, but not enough for the constitutional lawyer. Constitutions in America today have grown out of past experience and have been influenced by political thinkers of the past. Some selections are included to help the reader realize this significant fact; but historians will need to go deeper, and political theorists will want to read far beyond the limits of this volume. Decisions of the Supreme Court of the United States can not be omitted if one is to understand American government, but this not not a case-book. Few people will want to read all of the Congressional Record, but valuable aid for the understanding of government may be gained from excerpts from that Record. An understanding of the functioning of government depends not only upon some appreciation of constitutions, history, past political thought, Supreme Court decisions, and official actions of men in governmental positions, but also upon an acquaintance with personalities and pressures which are dominant in government at any given time. The editors have, therefore, deemed it advisable to include some articles which encourage thought about personalities and pressures. Obviously a book of this kind is the product of many minds and is made possible by the work of previous publishers. It unites history, philosophy, and what we call 'civics' in a dynamic blend of narrative and argument. As much as possible it deploys original sources and fundamental texts, and the writing of the authors endeavors to match, as their capacities allowed, the thoughtfulness and elegance of the authors who inspired us. Declaration Statesmanship has been designed as a one semester (14 week) course in American Government or Civics for eleventh or twelfth grade students. The authors have tried throughout the course to direct the students' attention to the writings and documents of the time, many of which are quoted at length in the textbook, while others are contained in the accompanying Book of Readings. A Teacher's Manual, with lesson plans, detailed teacher strategies, comments on the text, quizzes and tests, is also available. The course has three principal parts. In the first, the text explores the ideals and principles that created this nation and are expressed in the Declaration. In doing this, we look at the philosophy and religious teaching that influenced the founders in their decision to break from Great Britain. Then we examine the Declaration in detail, and show how the Articles of Confederation and the Constitution established governments that attempted to fulfill its ideals. America's founding documents call for statesmen who can lead us in living up to the ideals of the Declaration. The second part of the course looks to how some of our greatest statesman were guided by these ideals in dealing with the difficult questions of slavery and civil rights. From before the founding there was a conflict between ideas of liberty and the fact of slavery, between a dedication to equality and a practice of oppression. In this part, we first look at how the founding generation addressed the problem of slavery already existing in the nation. We then consider how Abraham Lincoln defended their principles in the midst of a nation torn over whether to continue their policies. Finally, we review Reconstruction, Jim Crow, and the Civil Rights movement. We look atthe way neglect or attention to the principles of the Declaration influenced the course of American history through these struggles, and we discover the Declaration Statesmanship of Martin Luther King. America needs great statesmen, but it also needs a people capable of living as free men. In the third part, we use Alexis de Tocqueville's Democracy in America to look at what was peculiar to America that made our experiment in democracy so successful, and what is needed to maintain the freedom and self-rule we have inherited. The course presumes that the student has already completed a course in American history. Classroom discussions are very desirable with this material, but it can also be used in a home-school setting. Although written with students in mind, the course is an excellent resource for teachers, and a fascinating read for anyone who wants to improve their understanding of America.
