The chief reason for the failure has been that the aim has been to train the race to read aloud instead of training it to read. The power of reading well means the power of getting thought from visible language rapidly, definitely and comprehensively. Very nearly all reading has to be done silently, yet in the past, the aim of the schools has been to train pupils to read aloud. Tested by the power of their pupils as a whole to read well aloud, or to read well silently, the work of the schools has been a lamentable failure. The teachers of the past believed that the way to train a child to be a good silent reader was to train him to read aloud. The reverse is true. The true way to make both good oral readers and good readers is to begin by making good silent readers. The aim in the past was to train pupils to read slowly; the true aim is to train them to read as fast as possible. The man who reads only two pages in the time in which he should be able to read three pages is handicapped for life. As it happens now, the reading circle course takes one direction and the rural libraries another. Some teachers are following the one and using the latter, but we have no way of measuring the efficiency of either. In fact, we have no accurate knowledge of the extent to which the libraries are used in a single county. Before children can be directed in their reading, the teachers must read. There are more than rural libraries in North Carolina, and if every teacher in the State who has access to one of these libraries knew the contents of these books, or even knew what they are about, how much material would she have at hand for increasing the life of the school! I believe that the normal schools could not do better than to give a course of read ing in the books. Of the rural libraries. I recently had the teachers Of Durham County send me a catalogue of all the books in each library. I went through each list and picked out certain books that were found in each library and made up a list of books for the teachers to read in connection with the books adopted in the reading circle list, and then gave the teachers the following sug gestions: We have heard from enough of the libraries to arrange a tentative outline for the teachers. Three groups of subjects are made: (1) biography, (2) literature, and (3) nature. In addition to the regular reading circle books. They were contributed by specialists, and deal With subjects which should be included in a fully developed major on foreign service training for Government, business, Social welfare, etc. These articles include, inaddition to brief bibliographies of textbooks serviceable for use in college and of other books that may be helpful to general readers, the writers' Opinions in regard to the subject matter, the limitation and manner and pre sentation of this subject matter, its coordination with similar related subjects and amount of time that should be given to it in college and the semester or semesters with college year when it can be best offered. This bulletin is to serve two purposes; it should assist colleges to plan an adequate course of instruction on training for foreign service, and should enable university men now in the field of business to plan for a systematic reading course (cf. Reading course in foreign trade, Reading course No. 17, Home Education, U. S. Bureau of Eduf cation, prepared by Glen Levin Swiggett). Much is naturally left unsaid in this bulletin, but what is said is for the most part brief, vital, and to the point. Unavoidable delays have prevented the earlier publication of this bulletin. The publication of these articles now, however, is timely. The statistics re ported to this bureau for use by the Committee of Fifteen on Educational Preparation for Foreign Service, appointed by the United States Commissioner of Education, have registered since 1916 a steady growth in our higher institu tions on the subject of educational preparation for foreign service, for commerce in particular. In October, 1921, the bureau reported courses of study in prepa ration for foreign service in 70 colleges and universities. Of the 70 higher ih stitutions in which this special training was offered at that time, the 10 highest reported each more than 100 students taking foreign trade, a total enrollment for the 10 institutions of students. In Commercial Education Circular No. 7, Bureau of Education, is printed a list of the 70 institutions offering some kind of training for foreign service.
