It is Plato's best-known work and has proven to be one of the most intellectually and historically influential works of philosophy and political theory. She focuses on historical and literary texts to understand the use of visual culture and performance traditions in the production of the contemporary nation. Tracing the historical mediation and dissemination of ideas for national reform in the modern period of Iran, the book examines the various discourses that have constituted the image of the unpresentable “Babi” as the figure of Iran’s Other. The banking system in the aggregate shows resilience to adverse shocks, although some medium-sized banks appear weak. For the financial system, sovereign-financial institution linkages have increased, while exposures to foreign-exchange mortgages have declined. Important shortcomings have been identified in prudential oversight reflecting budgetary constraints and a governance framework that compromises operational independence. Arrangements for crisis management are generally sound, although measures are required to strengthen the independence of the Bank Guarantee Fund and powers of the Polish Financial Supervision Authority. The Polish authorities have welcomed the IMF’s and World Bank’s comprehensive review of the supervisory and regulatory framework in Poland and provided feedback for every recommendation made in the report.

Book excerpt: In Third Republic France (1870-1940), the directrice of a normal school (école normale) for training women teachers was the most important woman representative of public primary education in each department. Her role was central to the republican educational project designed to bolster the establishment of a stable democracy after the Franco-Prussian War. The laicization of public education figured prominently in republican efforts to combat the old alliance of "throne and altar" favoring monarchy and religious instruction in public schools. Although laymen taught most boys in public schools by 1870, many nuns staffed separate girls' public schools. Thus an 1879 law mandated new departmental normal schools to train lay women teachers. This study of 313 normal school directrices between 1879 and 1940, an important group of professional women not previously studied, explores the challenges they encountered and their responses. Often the target of political hostility, they defended republican schooling as they interacted with local notables and authorities. In an educational system divided by social class as well as by gender, they trained teachers for "children of the people" attending free primary schools, separate from the elite and less numerous secondary schools. Directrices were expected to be role models for women teachers and to emphasize women's duties as wives and mothers, yet their careers exemplified an alternative to domesticity at a time of much debate about women's appropriate roles. Eventually some pushed against the boundaries of prevailing gender norms as they also joined professional, philanthropic, and feminist associations and sometimes publicly supported women's suffrage. Women and the Politics of Education in Third Republic France deftly examines the history of these women and the nature of their contributions to French society.

Book excerpt: EXECUTIVE SUMMARY Korea has a well-developed payment, clearing, and settlement infrastructures. BOK-WIRE+ is the real-time interbank gross payment and settlement system, and the backbone of the infrastructure where the final payments of various markets are settled. It is operated by the Bank of Korea (BOK). The Korea Exchange (KRX) is the main player in the securities and derivatives market, operating three exchanges and offering clearing and settlement services for all securities and derivatives traded on the KRX. While the authorities have decided to establish a central counterparty (CCP) for over-the-counter (OTC) derivatives at a future date, discussions are ongoing on the desirability of transforming the current trade reporting systems into full-fledged trade repositories (TRs). The planned CCP for OTC derivatives should ensure full compliance with the Principles for Financial Market Infrastructures (PFMI) before being launched, taking into account lessons learned from the assessment of the CCP for exchange-traded products. BOK-Wire+ is largely compliant with the PFMI, and is overall sound. It is subject to comprehensive and transparent risk management frameworks comprising clear policies and guidelines, governance arrangements, and operational systems including regularly tested default and business continuity procedures. All transactions once settled in BOK-Wire+ are deemed final and irrevocable, as well as bankruptcy remote. There is room for improvement in certain areas to enhance the level of compliance of the BOK-Wire+ with the PFMI. It is recommended that the operator of BOK-Wire+ improves the collateral risk management framework by adopting regular testing of haircuts and an independent validation of haircut procedures at least annually. The BOK should provide more clarity in the regulations regarding settlement finality and queue management, particularly with regard to revocation of queued transactions. It should also fully implement the disclosure framework, including disclosure of relevant rules and regulations in English. Finally, BOK’s oversight powers should be strengthened, to include linked financial market infrastructures (FMIs) and participants, particularly to obtain authentic information and enforce compliance.
