Book excerpt: This book examines the antagonistic relationship between new European nationalisms as these often go hand-in-hand with populism, and the phenomenon of migration. Migration has become a significant issue both in Europe and the whole world. Although it has always existed, much of public opinion sees it now as a problem. The latter has been exaggerated through a crisis in hospitality exacerbated by the relatively recently constructed and misplaced feeling of a civilisational threat from islam. Migration is then countered by the escalation of new nationalisms, at least some of which are supported by populism. This book offers an understanding of this conjunction of migration and nationalism in the post-cold war European context. More specifically, the book takes up how the end of the simplified cold war cognitive binary means an unprecedented epistemological confusion and depoliticisation which takes migration as its target, but could resort to other targets too. Discussing the postcolonial background to the new migrations, the book also considers womens' rights, postsocialism and the relevance of the current pandemic, as the issue of migration is addressed in the context of the European crisis-ridden present. This wide-ranging interrogation of how contemporary European migration is conceived and understood will appeal to students, academics, activists, policy makers, and others with interests in contemporary migration, new nationalisms, populism, feminism, colonial, postcolonial, and decolonial issues, as well as socialism and postsocialism.

EXTRACT We wanted to have a personality of international calibre, espousing different political systems across the world. But we also wanted to bring a good teacher into the fold filling students with enthusiasm, able to lead them to develop their study projects, to establish their vocation as researchers and even to train personalities active in every day life, in fact to promote a European conscientiousness. We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d’études européennes – Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision. It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area. Mario Telò knows better than anyone that European values still need to be defended, that European studies cover several aspects, not just the political integration process in Europe but also the analysis of the behaviour of actors, decision-makers and citizens. We know that the ‘EU acquis’ is often temporary and several times the work has to be redone, as the difficulties of functioning with twenty-eight member states, and soon to be twenty-seven member states, show. The European Union does not always respond to the democratic deficit, the political integration approach needs to show the usefulness and expected benefits of European cooperation essential to its existence in a very tense global context. The energy of Mario Telò, his creativity, his international engagement, his academic openness will always be essential to the ULB. A member of the Académie Royale de Belgique [Royal Academy of Belgium], in the Classe des Lettres et des Sciences morales et politiques [section of letters and moral and political sciences], Mario Telò will always find the opportunity to express his analyses and proposals to get through the currently very troubled time of Europe’s and the world’s evolution.

Book excerpt: This work on the decline of French radicalism was conceived after the fall of the Berlin Wall as an essay on the decline and decay of the revolutionary idea in European politics. The theme provided an organizing principle for Roger Kaplan's analysis of the evolution of the French left in the wake of events for which it was politically and intellectually unprepared. Kaplan provides a basis for understanding the performance of a French socialist regime in power, one more uncertain of its mission than at any other time in its history. The paradox of French radicalism is that when it was out of office, it was quite certain about its mission. When it attained power, it lost its sense of mission, and hence its confidence as to the proper uses of power. "Conservative Socialism" for Kaplan is not simply an invention of the Mitterand Era, but an ideology rooted in French history. Unwilling or unable to embrace the social democratic idea of the "third way," French socialism became a force to conserve particularism in French culture and nationalism in its foreign policies. While socialism had long become a force to inhibit the rise of capitalism and freedom in France, the decline of its radicalism was inevitable. This is because in a country as conservative as France it was necessary for socialists and their assorted allies, to project a conservative image to be trusted. In France, the Left has abandoned the idea of radicalism so as to exercise power. Kaplan's unique and imaginative reading of French political history will have a profound effect on how that nation is perceived in this new epoch of the European Union. He argues persuasively and fairly that the French Left is alive if not well. The Left rose to power in France despite its policy failures, embarrassments, because it transcended the "end" to which its political dogma would have consigned it. The experiment was abandoned, however, after the Calvinists demanded greater independence and more state money for their project. Terrorists, Anarchists, and Republicans tells the story of a utopian city inspired by a spirit of liberty and republican values being turned into a place where republicans who had fought for liberty were extinguished by the might of empire. Richard Whatmore brings to life a violent age in which powerful states like Britain and France intervened in the affairs of smaller, weaker countries, justifying their actions on the grounds that they were stopping anarchists and terrorists from destroying society, religion and government. The Genevans and the Irish rebels, in turn, saw themselves as advocates of republican virtue, willing to sacrifice themselves for liberty, rights and the public good. Terrorists, Anarchists, and Republicans shows how the massacre at Geneva Barracks marked an end to the old Europe of diverse political forms, and the ascendancy of powerful states seeking empire and markets—in many respects the end of enlightenment itself.

Book excerpt: Contemporary Europe seems to be divided between progressive cosmopolitans sympathetic to the European Union and the ideals of the Enlightenment, and counter-enlightened conservative nationalists extolling the virtues of homelands threatened by globalised elites and mass migration. This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.
