Book excerpt: For the past decade, the U.S. Marine Corps and its sister services have been engaged in what has been termed "hybrid warfare," which ranges from active combat to civilian support. Hybrid warfare typically occurs in environments where all modes of war are employed, such as conventional weapons, irregular tactics, terrorism, disruptive technologies, and criminality to destabilize an existing order. In August 2010, the National Research Council established the Committee on Improving the Decision Making Abilities of Small Unit Leaders to produce Improving the Decision Making Abilities of Small Unit Leaders. This report examines the operational environment, existing abilities, and gap to include data, technology, skill sets, training, and measures of effectiveness for small unit leaders in conducting enhanced company operations (ECOs) in hybrid engagement, complex environments. Improving the Decision Making Abilities of Small Unit Leaders also determines how to understand the decision making calculus and indicators of adversaries. Improving the Decision Making Abilities of Small Unit Leaders recommends operational and technical approaches for improving the decision making abilities of small unit leaders, including any acquisition and experimentation efforts that can be undertaken by the Marine Corps and/or by other stakeholders aimed specifically at improving the decision making of small unit leaders. This report recommends ways to ease the burden on small unit leaders and to better prepare the small unit leader for success. Improving the Decision Making Abilities of Small Unit Leaders also indentifies a responsible organization to ensure that training and education programs are properly developed, staffed, operated, evaluated, and expanded.

That is, the ability to properly define a set of success indicators. The application of the developed new multi-criteria decision-making (MCDM) methods can be eliminated or decreased by decision-makers’ subjectivity, which leads to consistency or symmetry in the weight values of the criteria. In this Special Issue, 40 research papers and one review study co-authored by 137 researchers from 23 different countries explore aspects of multi-criteria modeling and optimization in crisp or uncertain environments. The papers propose new approaches and elaborate case studies in the following areas of application: MCDM optimization in sustainable engineering, environmental sustainability in engineering processes, sustainable multi-criteria production and logistics processes planning, integrated approaches for modeling processes in engineering, new trends in the multi-criteria evaluation of sustainable processes, and multi-criteria decision-making in strategic management based on sustainable criteria.

Book excerpt: Presenting a comprehensive examination of China’s medical care system, this book tackles issues of policymaking, organization, management and financing in the context of the provision of affordable care in China. Making use of extensive field investigations, interviews and a thorough analysis of documents, this book examines the re-structuring of the medical care system, spanning more than three and half decades from 1979 to the present day. Assessing the difficulties of regulatory control in the health care sector, it also explores theoretical alternatives, including post-Weberian constructs of uncertainty and control, as well as franchise and asymmetric information in market transactions. Ultimately, it argues that patient medical care has become less and less affordable amid shrinking government subsidies, breakdowns of public insurances and increases in user charges, especially between the mid-1990s and mid-2000s. Whilst the government took decades to re-organize the public hospital system and rebuild public insurances, it faced a dilemma of enforcing both low-cost medical care and maintaining revenue flow to public hospitals through marketization. Re-engineering Affordable Care Policy in China provides extensive discussion of the policymaking process as well as detailed analysis of policy contents. As such, it will be invaluable to students and scholars of Chinese social policy and public administration, as well as Chinese Studies more generally.

Book excerpt: Cities are considered “engines of economic growth,” yet many cities in the global South struggle to increase productivity and provide significant economic opportunities for their growing populations. There is a need to deepen the knowledge on the links between public goods and services and equitable economic growth and how to support such processes, in policy and strategic terms, locally and globally. Against this background, this publication developed in the collaboration between Cities Alliance’s Equitable Economic Growth Cities Campaign initiative and three international research networks N-AERUS, AURI, REDEUS_LAC. The research explores how the interface between urban research and policymaking can be redefined to ensure that public goods and services foster equitable growth. It reveals a richness of practices that provide a broad and lasting positive impact in terms of equitable economic growth in urban development. One of them shows that collaborative efforts between academia, policy makers, communities, and practitioners can play a crucial role in enriching these debates and processes. Im globalen Süden kämpfen viele Städte darum, die ansässige Produktivität zu steigern um der wachsenden Stadtbevölkerung bessere wirtschaftliche Möglichkeiten zu bieten. Diese Publikation als Ergebnis der Zusammenarbeit zwischen Cities Alliance, über das Equitable Economic Growth Cities Programm und der internationalen Forschungsnetzwerke N-AERUS, AURI, REDEUS_LAC, untersucht wie die Schnittstelle zwischen Stadtforschung und Politikgestaltung neu definiert werden kann, so dass öffentliche Güter und Dienstleistungen gerechtes Wachstum fördern können.
