Book RCRA Corrective Action Program Guide Interim

Download or read book RCRA Corrective Action Program Guide Interim written by and published by . This book was released on 1993 with total page 539 pages. Available in PDF, EPUB and Kindle. Book excerpt: The US Department of Energy (DOE) is responsible for compliance with an increasingly complex spectrum of environmental regulations. One of the most complex programs is the corrective action program proposed by the US Environmental Protection Agency (EPA) under the authority of the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments (HSWA). The proposed regulations were published on July 27, 1990. The proposed Subpart S rule creates a comprehensive program for investigating and remediating releases of hazardous wastes and hazardous waste constituents from solid waste management units (SWMUs) at facilities permitted to treat, store, or dispose of hazardous wastes. This proposed rule directly impacts many DOE facilities which conduct such activities. This guidance document explains the entire RCRA Corrective Action process as outlined by the proposed Subpart S rule, and provides guidance intended to assist those persons responsible for implementing RCRA Corrective Action at DOE facilities.

Book Accelerating RCRA Corrective Action

Download or read book Accelerating RCRA Corrective Action written by and published by . This book was released on 1995 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The US Department of Energy (DOE) is involved in the remediation of environmental contamination at many of its facilities under the Resource Conservation and Recovery Act (RCRA). RCRA's corrective action provisions were established by the Hazardous and Solid Waste Amendments of 1984 (HSWA). In response to the HSWA mandate, EPA established a program for the conduct of RCRA corrective action that was similar to that established under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). In addition, EPA developed and implemented its ''stabilization'' initiative as a means of quickly addressing immediate risks posed by releases until long term solutions can be applied. To improve the efficiency of environmental restoration at its facilities, DOE is developing guidance and training programs on accelerated environmental restoration under RCRA. A RCRA guidance document, entitled ''Accelerating RCRA Corrective Action at DOE Facilities, '' is currently being developed by DOE's Office of Environmental Policy and Assistance. The new guidance document will outline a decision-making process for determining if acceleration is appropriate for individual facilities, for identifying, evaluating, and selecting options for program acceleration, and for implementing selected acceleration options. The document will also discuss management and planning strategies that provide a firm foundation for accelerating RCRA corrective action. These strategies include a number of very basic principles that have proven effective at DOE and other federal facilities, as well as some new approaches. The purpose of this paper is to introduce DOE's new guidance document, discuss the general approach presented in the guidance for accelerating RCRA corrective action, and to emphasize some of the more important principles of effective management and planning.

This practice-oriented book focuses on the cradle-to-grave program for managing hazardous wastes under the Resource Conservation and Recovery Act (RCRA). The RCRA program regulates the handling of these wastes by generators, transporters and treatment, storage and disposal facilities, and regulates a large segment of industry involved in manufacturing. The chapters in this updated edition of The RCRA Practice Manual are written by an impressive roster of environmental lawyers who practice extensively in this area. The guide clearly explains this dynamic law, its background, regulatory structure and procedures, and the implications RCRA has for your client or company. The authors offer practical suggestions and guidance that are essential to minimize the risk of penalty and to soften the blow when liability cannot be avoided. numerous judicial and regulatory developments since the first edition, including issues such as EPA over-filing, imminent and substantial endangerment, citizen suits, and recent EPA determinations, draft and final guidances, amendments, and reform programs.

Book Remediation of Buried Chemical Warfare Materiel

Download or read book Remediation of Buried Chemical Warfare Materiel written by National Research Council and published by National Academies Press. This book was released on 2012-09-21 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the result of disposal practices from the early to mid-twentieth century, approximately 250 sites in 40 states, the District of Columbia, and 3 territories are known or suspected to have buried chemical warfare materiel (CWM). Much of this CWM is likely to occur in the form of small finds that necessitate the continuation of the Army's capability to transport treatment systems to disposal locations for destruction. Of greatest concern for the future are sites in residential areas and large sites on legacy military installations. The Army mission regarding the remediation of recovered chemical warfare materiel (RCWM) is turning into a program much larger than the existing munition and hazardous substance cleanup programs. The Army asked the Nation Research Council (NRC) to examine this evolving mission in part because this change is significant and becoming even more prominent as the stockpile destruction is nearing completion. One focus in this report is the current and future status of the Non-Stockpile Chemical Material Project (NSCMP), which now plays a central role in the remediation of recovered chemical warfare materiel and which reports to the Chemical Materials Agency. Remediation of Buried Chemical Warfare Materiel also reviews current supporting technologies for cleanup of CWM sites and surveys organizations involved with remediation of suspected CWM disposal sites to determine current practices and coordination. In this report, potential deficiencies in operational areas based on the review of current supporting technologies for cleanup of CWM sites and develop options for targeted research and development efforts to mitigate potential problem areas are identified.
