Book excerpt: Recently, the Japanese government has aggressively engaged in FTA negotiations focusing on TPP (Trans-Pacific Strategic Economic Partnership). Japan, the US and 10 TPP member countries concluded TPP negotiations on October 5th, which have been described as one of the most ambitious free trade initiatives ever. Regarding the recent progress of bilateral FTAs promoted by the Japanese government, the Japan-Australia FTA took effect in January 2015 and the Japan-Mongolia FTA was signed in February 2015. Moreover, the Japan-EU FTA, the CJK (China-Japan-Korea) FTA, and RCEP (Regional Comprehensive Economic Partnership) have been under negotiations. Japan also has actively emphasized promoting TPP and the Japan-EU FTA with official papers such as the White Paper on International Economy and Trade, so that Japan could draw up new rules of the global economy to achieve sustainable economic growth. Additionally, the White paper proposed an emerging market strategy to encourage Japanese firms to enter overseas markets, especially the emerging countries. It appears that Japan intends to proceed with FTA talks regarding the emerging market strategy.Japan's government aimed to raise Japan's FTA coverage rate to 70% by 2018 through aggressively engaging in TPP, the Japan-EU FTA, etc. Korea's FTA coverage rate has been superior to Japan's FTA rate so far although Japan has begun to actively seek to catch up to Korea's FTA rate. Thus, Japan's challenge, through actions such as engaging in FTAs, could have significant impact on Korea's economy.Prime Minister Shinzo Abe's government published “Japan's Revitalization Strategy” as a New Growth Strategy in June 2013. The revitalization strategy consists of three action plans, one of which is the Strategy of Global Outreach. The Strategy of Global Outreach could be viewed as a practical strategy of Japan's global trade and economic policies. Thus, it should be noted that Japan decid to make use of its global trade and economic policies, such as promoting FTAs, as a strategy for invigorating its economy. Why is Japan engaging in FTA talks? This paper examines Japan's FTA status and strategy to understand its purpose as well as analyzes implications for the Korean economy.

At the center of this East Asian factory are three nations-China, Japan, and South Korea-which have benefited the most economically. Yet, despite transnational value chains and the trilateral political cooperation that binds these nations, they have yet to conclude a trilateral free trade agreement (FTA). Since 1999, the China-Japan-South Korea FTA has proved to be an elusive feat for these Northeast Asian neighbors. Historical and political animosities and popular mistrust seem to have a corrosive effect upon the trilateral relationship despite decades of political cooperation and economic interdependence. What explains the limited progress toward a China-Japan-South Korea FTA? This study tests four potential explanations for the trilateral FTA's current lack of progress: perceptions of the deal not being an economic priority, the power of influential domestic business interests negatively affected by the FTA, regional competition over China's growing domestic market, and regional political-historical animosities. Overall, this research concludes that Japan is the least willing participant to push for progress toward a trilateral FTA, and a lack of perception of the deal not being an economic priority is the strongest explanation.Chapter II draws out the evolution of the China-Japan-South Korea FTA from 1999 onward within the context of both NEA economic regionalism and other competing mega-FTAs. The economic benefits and costs each country would incur if the trilateral FTA were successful are laid out in this chapter. Also, potential interest groups who particularly stands to win or lose in China, Japan, and South Korea from the trilateral FTA are identified. In addition, Chapter II provides a comparison of the benefits and costs of the trilateral FTA as compared to that of TPP and RCEP. Ultimately, these benefits and costs are conditional on the quality of the China-Japan-South Korea FTA. Chapters III-V provide the empirical evidence that support the potential explanations that affect Chinese, Japanese, and South Korean decision-making toward the trilateral FTA. Each of these chapters frames the potential explanations in terms of the specific actors and interest groups at work in these countries. As the evidence is presented, strengths and weakness are assessed in order to determine which explanation is the strongest for each country. Chapter VI reviews the strength of the empirical evidence from the previous chapters and provides regional implications of the potential success or failure of the trilateral FTA. In particular, implications for the U.S. role in the region are explored visa-vis NEA cooperation, and whether or not an exclusive trilateral FTA serves U.S. interests in the region.

The Korea-China FTA would impact both economies' welfare in the long run, elevating it to a higher level compared to before the FTA was concluded. However, it must be pointed out that in the short run, trade activities between Korea and China might be affected by external/internal economic forces such as the persistent global trade slowdown and weak domestic economic growth, and non-economic forces such as THAAD and non-tariff barriers. Thus, it might be impetuous to examine the economic impact on the Korean and Chinese economies just a year after the Korea-China FTA was concluded. Nevertheless, it would be worth examining the positive changes that have occurred over the last year, and providing constructive suggestions to both countries in order to accelerate the materialization of the benefits of the Korea-China FTA.This article investigates the major changes after the Korea-China FTA in terms of trade of goods and services, digital trade, and investment. Section II covers a brief analysis of the trade of goods between Korea and China. Section III underscores the distinctive features of international digital trade between Korea and China. Section IV provides facts on trade in services and investment. The last section presents policy implications for the Korea-China FTA.

Book excerpt: The economic rise of China and the growing network of trade and investment relations in northeast Asia are causing major changes in human, economic, political, and military interaction among countries in the region. This is affecting U.S. relations with China, China's relations with its neighbors, the calculus for with Taiwan, and the basic interests and policies of China, Japan, Taiwan, and South Korea. These, in turn, affect U.S. strategy in Asia. China, for example, has embarked on a "smile strategy" in which it is attempting to co-opt the interests of neighboring countries through trade and investment while putting forth a less threatening military face. Under the rubric of the Six-Party Talks, the United States, China, Japan, Russia, and South Korea are cooperating to resolve the North Korean nuclear crisis. Taiwanese businesses have invested an estimated $70 to $100 billion in factories in coastal China. China relies on foreign invested enterprises for about half its imports and exports. For Taiwan, Japan, and South Korea, China has displaced the United States as their major trading partner. The implications of China's globalization and rise as a major economic power can be seen in its impact both on Beijing and on policy deliberations in Taipei, Tokyo, and Seoul. For China's trading partners, dependency on the Chinese market means that Beijing is looming larger in all aspects of policy making. While this is not likely to challenge U.S. security ties with Japan, South Korea, and Taiwan, it raises several policy issues. One is how to deal with a modernizing and more powerful Chinese military financed by the growing Chinese economy. Another is how to explicitly incorporate into U.S. policy the greater weight that Beijing is being given in policy deliberations in Tokyo and Seoul. A further policy issue is whether to take measures to offset the rising economic clout of China and attempts by Beijing to create East Asian institutions with China at the center.
