To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France’s determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France’s arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe’s defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint – even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.

In most international comparisons, France typifies the "Napoleonic" model for policing, one featuring administrative and political centralization, a strong hierarchical structure, distance from local communities, and a high priority on political policing. France has undergone a process of pluralization in the last 30 years. French administrative and political decentralization has reemphasized the role of local authorities in public security policies; the private security industry has grown significantly; and new kinds of governing models (based on arrangements such as contracts for service provision) have emerged. In addition, during this period, police organizations have been driven toward central government control through the imposition of performance indicators, and a top-down decision was made to integrate the national gendarmerie into the Ministry of Interior. The book addresses how police legitimacy differs across socioeconomic, generational, territorial, and ethnic lines. The plastic universe of Monory and the aesthetic meditations of Lyotard are in perfect symbiosis. Sarah Wilson's epilogue thoroughly outlines both the history of a friendship and, at the same time, the intellectual and artistic climate of the 1970s.

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Book excerpt: The role of private actors in policing has become a topic in both research and policy, as police forces face budgetary and expertise-related constraints. These challenges are evident in art crime policing, where a lack of prioritisation often means limited resources are allocated for a crime that requires significant expertise to tackle. Cooperating with private actors has been mooted as a solution to this deficit, but empirical research to support this suggestion is scarce. This book helps fill this gap by examining the interaction between specialist art crime police units and private actors in Belgium, the United Kingdom, and France. Its central questions are whether cooperation already exists in art crime policing, and why, or not. It was found that while limits to police capacity are an important driver for private outreach, several other factors also significantly affect cooperation. This book is relevant for policy, practice, and research, as it examines a hitherto less discussed topic which is nonetheless urgent as art crime shows little signs of abating.
