Le volontariat est présenté comme une ressource complémentaire et un vecteur d’acquisition de compétences, de connaissances et d’expertise qui favorisent l’expression, la participation, la responsabilité et la réactivité, autant de piliers clés de la bonne gouvernance qui viennent s’ajouter aux autres solutions et ressources du développement. Ce rapport fondé sur un large corpus de données décrit comment le volontariat peut promouvoir la paix et le développement. Il présente les résultats obtenus dans certains contextes et témoigne ainsi des contributions possibles des volontaires et du volontariat. Cet « art du possible » est illustré par des études de cas qui offrent un éventail marquant d’exemples illustrant comment les personnes, individuellement et collectivement, mettent en commun leur énergie pour intervenir dans les différents espaces de la gouvernance. Le rapport révèle également que lorsque les gouvernements et les autres acteurs de la gouvernance créent un environnement favorable et invitent la population dans des espaces fermés, cela peut donner lieu à des changements qui bénéficieront d’une meilleure appropriation et d’un soutien accru.

A preliminary part is devoted to presenting and discussing the characteristics that shape the approaches to this sector in France. In the second part, the article outlines some landmarks in the history of the French NPS. This literature review also focuses on empirical studies of the sector, placing a particular emphasis on the more recent ones. This review ends with the analysis of the challenges that NPS faces in a context characterized by the increasing constraints on public funding, changes in the nature of such funding with a substitution of contracts for subsidies, an increased competition among NPOs as well as between NPOs and for-profit enterprises.

Book excerpt: The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the Interna­tional Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This volume stands out in the literature on foreign aid because it includes contributions from eight policy representatives from a range of important donor and recipient countries—the United States, Japan, the Netherlands, Bolivia, Egypt, Bangladesh, El Salvador, and Poland. Timely in its assessment of the crisis and the transition in the foreign aid regime, the book pro­vides a view from inside the policy process and im­parts a researcher's perspective on the changing pri­orities for donors and recipients. Book excerpt: The volume presents the results of a research project (named “Legafight”) funded by the Luxembourg Fond National de la Recherche in order to verify if and how digital tracing applications could be implemented in the Grand-Duchy in order to counter and abate the Covid-19 pandemic. This inevitably brought to a deep comparative overview of the various existing various models, starting from that of the European Union and those put into practice by Belgium, France, Germany and Italy, with attention also to some Anglo-Saxon approaches (the UK and Australia). Not surprisingly the main issue which had to be tackled was that of the protection of the personal data collected through the tracing applications, their use by public health authorities and the trust laid in tracing procedures by citizens. Over the last 18 months tracing apps have registered a rise, a fall, and a sudden rebirth as mediums devoted not so much to collect data, but rather to distribute real time information which should allow informed decisions and be used as repositories of health certifications.
