In North Africa, we see the Ottomans conquer Egypt. South of the Sahara, some of the larger, older states collapse, and new power bases emerge. Along the coast, particularly of West Africa, Europeans establish a trading network which, with the development of New World plantation agriculture, becomes the focus of the international slave trade. The immediate consequences of this trade for Africa are explored, and it is argued that the long-term global consequences include the foundation of the present world-economy with all its built-in inequalities.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

Georges Minois paints a vast fresco, starting with the first old man to relate his own story—an Egyptian scribe some 4500 years ago—and ending with the deaths of Elizabeth I and Henry IV in the sixteenth century. Tracing the changing conceptions of the nature, value, and burden of the old, Minois argues that western history during this period is marked by great fluctuation in the social and political role of the aged. Minois shows how, in ancient Greece, the cult of youth and beauty on the one hand, and the reverence for the figure of the Homeric sage, on the other, created an ambivalent attitude toward the aged. This ambiguity appears again in the contrast between the active role that older citizens played in Roman politics and their depiction in satirical literature of the period. Christian literature in the Middle Ages also played a large part in defining society's perception of the old, both in the image of the revered holy sage and in the total condemnation of the aged sinner. Drawing on literary texts throughout, Minois considers the interrelation of literary, religious, medical, and political factors in determining the social fate of the elderly and their relationship to society. They display characteristics of each, in short they are semi-authoritarian regimes. These regimes pose a considerable challenge to U.S. policymakers because the superficial stability of many semi-authoritarian regimes usually masks severe problems that need to be solved lest they lead to a future crisis. Additionally, these regimes call into question some of the ideas about democratic transitions that underpin the democracy promotion strategies of the United States and other Western countries. Despite their growing importance, semi-authoritarian regimes have not received systematic attention. Marina Ottaway examines five countries (Egypt, Azerbaijan, Venezuela, Croatia, and Senegal) which highlight the distinctive features of semi-authoritarianism and the special challenge each poses to policymakers. She explains why the dominant approach to democracy promotion isn't effective in these countries and concludes by suggesting alternative policies. Marina Ottaway is senior associate and codirector of the Democracy and Rule of Law Project at the Carnegie Endowment.
