Book excerpt: The Canadian principle of reasonable accommodation demands that the cultural majority make certain concessions to the needs of minority groups if these concessions will not cause 'undue hardship.' This principle has caused much debate in Quebec, particularly over issues of language, Muslim head coverings, and religious symbols such as the kirpan (traditional Sikh dagger). In 2007, Quebec Premier Jean Charest commissioned historian and sociologist Gérard Bouchard and philosopher and political scientist Charles Taylor to co-chair a commission that would investigate the limits of reasonable accommodation in that province. Religion, Culture, and the State addresses reasonable accommodation from legal, political, and anthropological perspectives. Using the 2008 Bouchard-Taylor Report as their point of departure, the contributors contextualize the English and French Canadian experiences of multiculturalism and diversity through socio-historical analysis, political philosophy, and practical comparisons to other jurisdictions. Book excerpt: Reparation for victims of gross and systematic human rights violations is a contemporary issue gaining increased attention in both national and international politics. Post-conflict societies have to face the legacies of the dark past and dealing with a large group of victims is one of them. Transitional justice mechanisms trying to cope with the past should not overlook the issue of reparation. This research demonstrates how reparation for victims of gross and systematic human rights violations differs from reparation for isolated violations. The Rwandan case study unveils the role of victim organisations in and the competition and politicisation of the reparation debate. Although reparation for victims is a crucial element in transitional justice, it becomes clear that the way in which the reparation debate unfolds does not necessarily contribute to the peaceful future of a post-conflict society. This study argues that remedying the process and debate of the search for reparation will lead to an improved and more constructive reparation policy. Heidy Rombouts is a legal and social scientist (1997, Master of Laws; 1999, Master in Social and Political Sciences, Catholic University of Leuven). In 2004 she obtained a PhD degree in Social and Political Sciences at the University of Antwerp for her research on victim organisations and the politics of reparation. For several years she has been conducting research on transitional justice, human rights and post-conflict situations, including extensive field research in South Africa and Rwanda.

Book excerpt: In The Path Not Taken, Jeff Horn argues that—contrary to standard, Anglocentric accounts—French industrialization was not a failed imitation of the laissez-faire British model but the product of a distinctive industrial policy that led, over the long term, to prosperity comparable to Britain's. Despite the upheavals of the Revolution and the Napoleonic Wars, France developed and maintained its own industrial strengths. France was then able to take full advantage of the new technologies and industries that emerged in the "second industrial revolution," and by the end of the nineteenth century some of France's industries were outperforming Britain's handily. The Path Not Taken shows that the foundations of this success were laid during the first industrial revolution. Horn posits that the French state's early attempt to emulate Britain's style of industrial development foundered because of revolutionary politics. The "threat from below" made it impossible for the state or entrepreneurs to control and exploit laborers in the British manner. The French used different means to manage labor unruliness and encourage innovation and entrepreneurialism. Technology is at the heart of Horn's analysis, and he shows that France, unlike England, often preferred still-profitable older methods of production in order to maintain employment and forestall revolution. Horn examines the institutional framework established by Napoleon's most important Minister of the Interior, Jean-Antoine Chaptal. He focuses on textiles, chemicals, and steel, looks at how these new institutions created a new industrial environment. Horn's illuminating comparison of French and British industrialization should stir debate among historians, economists, and political scientists.

From a global South perspective, research on the multifaceted nature of climate change is thus necessary and appropriate, including the analysis of socioeconomic, political and cultural aspects. This book is an outcome of the Comparative Research Workshop on "Inequality and Climate Change: Perspectives from the South" of the South-South Collaborative Programme of CLACSO-CODESRIA-IDEAS. It gathers a diversity of case studies from the South with ample biophysical differences and particular social and cultural realities. As such, it is a fresh contribution offering a vantage point from which to examine some of the current perspectives on inequality and climate change.
