The analysis looks at political change, social policy trends, housing market conditions, and game-changing decisions that altered the approaches of Canadian governments, their provincial partners, and the local agencies they supported. Reinterpreting accounts written in the social housing heyday, Suttor argues that the 1970s shift from low-income public housing to community-based non-profits and co-ops was not the most significant change, highlighting instead the tenfold expansion of activity in the 1960s and the collapse of social housing as a policy priority in the 1990s. As housing and neighbourhood issues continue to flare up in municipal, provincial, and national politics, Still Renovating is a valuable resource on Canada’s distinctive legacy in affordable housing.

Book excerpt: This is the English version of Jerzy Wroblewski's major work in Polish, S~dowe Stosowania Prawa (translated in his own preferred terms as 'The Judicial Application of Law'). The present translation arose out of a visit by the author to Scotland in 1989. In that year, the Carnegie Trust for the Universities of Scotland made it possible for Jerzy Wroblewski to spend six months as a Carnegie Fellow in the Centre for Criminology and the Social and Philosophical Study of Law at the University of Edinburgh. During that time he took a notably active part in the intellectual life of the Centre and the Faculty of Law. He gave freely of his time in teaching and advising students and also produced a series of original articles on topics connected with legal reasoning and law and computers. His major task while he was here, however, was to prepare a translation of S~dowe Stosowania Prawa, and this he accomplished to the extent of completing a preliminary draft. Zenon Bankowski and Neil MacCormick were to help him in improving this linguistically and preparing the final text for publication. Wroblewski warned us, having finished his draft with great labour, that the greater labour would be in the polishing of it. For we would have, as he joked, 'to translate my English into English'. And certainly, we found it extremely time-consuming, so as to defy completion during his stay in Edinburgh.

Today, political scientists are more likely to see groups as a marginal influence compared to institutions such as Congress, the presidency, and the judiciary. Frank Baumgartner and Beth Leech show that scholars have veered from one extreme to another not because of changes in the political system, but because of changes in political science. They review hundreds of books and articles about interest groups from the 1940s to today; examine the methodological and conceptual problems that have beset the field; and suggest research strategies to return interest-group studies to a position of greater relevance. The authors begin by explaining how the group approach to politics became dominant forty years ago in reaction to the constitutional-legal approach that preceded it. They show how it fell into decline in the 1970s as scholars ignored the impact of groups on government to focus on more quantifiable but narrower subjects, such as collective-action dilemmas and the dynamics of recruitment. As a result, despite intense research activity, we still know very little about how groups influence day-to-day governing. Baumgartner and Leech argue that scholars need to develop a more coherent set of research questions, focus on large-scale studies, and pay more attention to the context of group behavior. Their book will give new impetus and direction to a field that has been in the academic wilderness too long.

The concept of social exclusion opens up promising ways to analyze the various challenges facing newcomers and The World in a City explores Toronto's ability to sustain a civic society. This collection of essays highlights why the need to pay more attention to certain at-risk groups, and the importance of adapting policy to fit the changing settlement and clustering patterns of newcomers is of crucial importance. The authors' findings demonstrate that there are many obstacles to providing opportunity for immigrants, low resource bases in particular. Toronto, they suggest, does not provide a level 'playing field' for its newly arrived inhabitants, and, in failing to recognize the particular needs of new communities, fails to ensure a growth that would be of immense benefit to the city as a whole.
