A la fin de l’année 2015, le nombre de « déplacés forcés », c’est-à-dire les réfugiés et les déplacés internes, s’élevait à 65,3 millions de personnes. Inégalement affectés par l'accélération des mouvements migratoires en 2015, les États membres ont pour l'essentiel adopté des mesures nationales, sans véritable coopération avec leurs voisins. L'Union européenne a beaucoup tardé à réagir collectivement, mais elle a fini par mettre en place une série de réponses d'urgence qui ont contribué à maîtriser la situation et par engager des réformes plus structurelles.

Book excerpt: Le présent rapport tend à analyser les politiques de l’Union européenne en matière de lutte contre l’immigration irrégulière au regard de l’évolution des flux migratoires en Méditerranée, qui atteignent un niveau inédit et proviennent de multiples zones de conflits durables au Moyen-Orient et en Afrique. Le respect des droits fondamentaux des demandeurs d’asile qui sont nombreux au sein des flux dits « mixtes » de migrants constitue pour les États membres un impératif. Le drame de Lampedusa a suscité une vive émotion et a soulevé des interrogations majeures sur le rôle de l’Union ainsi que le manque de coopération et de solidarité entre les États membres. Le rapport présente les priorités définies par la task force pour la Méditerranée et les orientations politiques dégagées par le Conseil européen, le Conseil de l’Union et le Parlement européen. Il s’attache également à analyser l’opération Mare nostrum, menée par les autorités italiennes, ainsi que l’opération Triton, coordonnée par Frontex, en Méditerranée et leurs enjeux. Les rapporteurs soulignent le caractère trop fragmenté des politiques en matière de lutte contre l’immigration irrégulière et proposent une résolution mettant en avant les différents leviers qui devraient être actionnés ainsi que les synergies possibles, notamment avec la politique étrangère et de sécurité commune.

The aim of the project is to provide a thorough mapping of practices relating to the regularisation of third country nationals illegally resident in EU Member States. Two additional non-EU countries - Switzerland and the US - will also be covered to gain insights in regularisation practices and the impact of regularisations elsewhere. In examining regularisation practices, the project also investigates the relationship of regularisation policies to the overall migration policy framework, including to protection issues and refugee policies. Moreover, the project examines the political position of different stakeholders towards regularisation policies on the national level. Finally, the project examines potential options for policies on regularisation on the European level, incorporating Member States as well as other stakeholders' views on possible instruments on the European level.

Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. It will appeal to researchers, academics, practitioners, and others interested in taking a deeper look in (im)migration issues.
