Mais elle doit les mobiliser dans le respect des principes du développement durable. En effet, la biomasse n’est pas qu’un stock d’énergie : elle est aussi une condition de la vie, un réservoir de biodiversité, une source d’alimentation pour les animaux et les hommes qui doit être gérée durablement.Le présent rapport effectue un tour d’horizon de la filière et des options qui s’offrent à la puissance publique. Il appelle à l’édiction d’une doctrine stratégique privilégiant les usages locaux, et une action concertée qui permette de mobiliser les ressources forestières comme les flux de déchets en direction des unités de production. La biomasse est l’énergie de la proximité, celle qui permettra de réussir le double mouvement vers la transition écologique et vers l’économie circulaire.

Pour l'ethmalose, la recommandation de 2006 est maintenue car aucune information nouvelle n'est disponible pour cette espece et le Groupe de travail a recommande que le niveau de capture ne depasse pas 42 000 tonnes"
