Cependant, la gestion actuelle du processus de décentralisation en RD Congo souffre d'excroissance et reflète l'image du renard affamé devant des raisins mûrs qu'il convoite, mais incapable de les cueillir, à cause d'une difficile inculturation de ce système administratif. Doit-on abandonner la décentralisation des entités locales ? Non, il faut la poursuivre améliorée : sa dynamique est porteuse de changement ; il faut une volonté politique assumée pour se l'auto-approprier.

So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Taking stock of what functions and why, it contributes to the debate on public services in the context of ‘real’ or ‘hybrid’ governance beyond the state: does the state still have a function, or is it no longer useful and relevant? Crucially, how does international aid help or complicate this picture? Book excerpt: The concept of 'hybridity' is often still poorly theorized and problematically applied by peace and development scholars and researchers of resource governance. This book turns to a particular ethnographic reading of Michel Foucault's Governmentality and investigates its usefulness to study precisely those mechanisms, processes and practices that hybridity once promised to clarify. Claim-making to land and authority in a post-conflict environment is the empirical grist supporting this exploration of governmentality. Specifically in the periphery of Bukavu. This focus is relevant as urban land is increasingly becoming scarce in rapidly expanding cities of eastern Congo, primarily due to internal rural-to-urban migration as a result of regional insecurity. The governance of urban land is also important analytically as land governance and state authority in Africa are believed to be closely linked and co-evolve. An ethnographic reading of governmentality enables researchers to study hybridization without biasing analysis towards hierarchical dualities. Additionally, a better understanding of hybridization in the claim-making practices may contribute to improved government intervention and development assistance in Bukavu and elsewhere.

Backed by a Rwanda-led regional coalition that drew support from Asmara to Luanda, the rebels of the AFDL marched over 1500 kilometers inseven months to crush the dictatorship. To the Congolese rebels and their Pan-Africanist allies, the vanquishing of the Mobutu regime represented nothing short of a "second independence" for Congo and Central Africa as a whole and the dawning of a new regional order of peace and security. Within fifteen months, however, Central Africa's "liberation peace" would collapse, triggering a cataclysmic fratricide between the heroes of the war against Mobutu and igniting the deadliest conflict since World War II. This book gives an account Africa's Great War. It argues that the seeds of Africa's Great War were sown in the revolutionary struggle against Mobutu- the way the revolution came together, the way it was organized, and, paradoxically, the very way it succeeded. In particular, the book argues that the overthrow of Mobutu proved a Pyrrhic victory because the protagonists ignored the philosophy of Julius Nyerere, the father of Africa's liberation movements: they put the gun before the unglamorous but essential task of building the domestic and regional political institutions and organizational structures necessary to consolidate peace after revolution.

James Smith Allen shows that although women initially met with stiff resistance, their induction into the brotherhood was a significant step in the development of French civil society and its "civic morality," including the promotion of women's rights in the late nineteenth century. Pulling together the many gendered facets of masonry, Allen draws from periodicals, memoirs, and archival material to account for the rise of women within the masonic brotherhood in the context of rapid historical change. Thanks to women's social networks and their attendant social capital, masonry came to play a leading role in French civil society and the rethinking of gender relations in the public sphere.
