La première partie est consacrée à l'examen des systèmes d'enseignements primaire et secondaire, aux besoins des élèves et aux enseignants dont on envisage la relation au numérique, à de nouvelles méthodes de travail ou procédures de certification et de validation des acquis des élèves. Les structures de l'école évoluent en parallèle : les marges d'autonomie des établissements se sont accrues, l'activité professionnelle des enseignants s'est modifiée tout comme leurs pratiques. L'élargissement des responsabilités et des compétences des établissements de l'enseignement supérieurs et de la recherche ont créé, pour eux, de nouvelles exigences. En 2010, l'IGAENR a par ailleurs mis l'accent sur les missions d'audit menées dans les universités et dans d'autres établissements d'enseignement supérieur. Sa contribution à l'évaluation des politiques publiques, seule ou avec le concours d'autres corps d'inspection, fut aussi mise en évidence. L'année 2010 démontre leur capacité commune de se mobiliser en s'adaptant à l'évolution des demandes d'audits, de bilans et de démarches prospectives, sur des sujets relevant de choix stratégiques nationaux.
