Book excerpt: This book is designed to provide law enforcement personnel with response guidelines and evidence gathering techniques that may be utilized when responding to an incident involving the use or threatened use of a weapon of mass destruction (WMD). The first part of the book addresses the actions to be taken by the first law enforcement personnel arriving at the scene of a WMD incident. The text examines the planning process in great detail, and the incident management process is also extensively reviewed. Tactical operations that may be necessary to arrest individuals or prevent a WMD incident are also discussed. The second part of the book is designed for the hazardous material trained investigator. Book Assessing Medical Preparedness to Respond to a Terrorist Nuclear Event

Download or read book Assessing Medical Preparedness to Respond to a Terrorist Nuclear Event written by Institute of Medicine and published by National Academies Press. This book was released on 2009-08-19 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: A nuclear attack on a large U.S. city by terrorists-even with a low-yield improvised nuclear device (IND) of 10 kilotons or less-would cause a large number of deaths and severe injuries. The large number of injured from the detonation and radioactive fallout that would follow would be overwhelming for local emergency response and health care systems to rescue and treat, even assuming that these systems and their personnel were not themselves incapacitated by the event. The United States has been struggling for some time to address and plan for the threat of nuclear terrorism and other weapons of mass destruction that terrorists might obtain and use. The Department of Homeland Security recently contracted with the Institute of Medicine to hold a workshop, summarized in this volume, to assess medical preparedness for a nuclear detonation of up to 10 kilotons. This book provides a candid and sobering look at our current state of preparedness for an IND, and identifies several key areas in which we might begin to focus our national efforts in a way that will improve the overall level of preparedness.

Available in PDF, EPUB and Kindle. Book excerpt: Since its inception in 1994, the Center for the Study of Weapons of Mass Destruction (WMD Center) has been at the forefront of research on the implications of weapons of mass destruction for U.S. security. Originally focusing on threats to the military, the WMD Center now also applies its expertise and body of research to the challenges of homeland security. The center's mandate includes research, education, and outreach. Research focuses on understanding the security challenges posed by WMD and on fashioning effective responses thereto. The Chairman of the Joint Chiefs of Staff has designated the center as the focal point for WMD education in the joint professional military education system. Education programs, including its courses on combating WMD and consequence management, enhance awareness in the next generation of military and civilian leaders of the WMD threat as it relates to defense and homeland security policy, programs, technology, and operations. As a part of its broad outreach efforts, the WMD Center hosts annual symposia on key issues bringing together leaders and experts from the government and private sectors.

Book Weapons of Mass Destruction

Download or read book Weapons of Mass Destruction written by Department of the Army and published by CreateSpace. This book was released on 2012-10 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: The potential for terrorist activities directed against United States (U.S.) citizens and interests worldwide has become an increasingly serious threat. In an effort to counter this threat, the U.S. Government has implemented a number of measures to enhance the Nation's ability to deter, prevent, respond to, and recover from terrorist activities within the United States, its territories, and possessions. The establishment of the Weapons of Mass Destruction (WMD)–Civil Support Team (CST) program is one of the measures that has been implemented to support the defense of the Homeland. The WMD-CST program mission is to support civil authorities at domestic chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incident sites by identifying CBRNE agents and substances, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional support. This includes the intentional or unintentional release of CBRNE and natural or man-made disasters in the United States that result, or could result, in the catastrophic loss of life or property. As the “state governors' 911 forces for WMD,” WMD-CSTs provide direct support to the front lines of local, state, and federal emergency response organizations. WMD-CST operations are conducted primarily in civil environments—urban, rural, industrial, or suburban areas—and in hot or cold weather. WMD-CSTs currently operate within the United States, its territories, and possessions while in Title 10 U.S. Code (USC) or Title 32 USC status. This manual serves as the foundation for WMD-CST doctrine and focuses on the organization, mission, command and control (C2), and operations of the WMD-CST. It discusses employment concepts, planning considerations, capabilities, and the type of support that WMD-CSTs can provide during a response. This information should be shared with key decision makers at local, state, and federal levels.

Book Introduction to Weapons of Mass Destruction

Download or read book Introduction to Weapons of Mass Destruction written by R. Everett Langford and published by John Wiley & Sons. This book was released on 2004-02-19 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: Crucial information on nuclear, chemical, and biological weapons From the diseased animal carcass hurled over the wall of a besieged castle to the nuclear suitcase bomb carried by a clandestine operative, the threat of unconventional weapons has always been a feature of warfare. Today's danger comes mainly from the potential use of nuclear, biological, and chemical (NBC) weapons of mass destruction (WMD) by international terrorists or rogue states. False alarms and misinformation about these weapons have abounded in the jittery post-9/11 atmosphere. To understand and deal with the actual threat posed requires basing response plans, policy, and reporting on actual facts. Introduction to Weapons of Mass Destruction separates fact from fiction about NBC weaponry by providing clear, technically precise information. For each family of weapon, coverage in this handbook includes: * History and background information * Agent types and delivery mechanisms * Effects of exposure * Protection * Safe storage and handling * Decontamination * Medical treatments Drawing from a broad array of military, scientific, and safety resources, this text offers both accessibility to the general public and accuracy and depth for professional emergency responders. Additional resources include a bibliography of references and a list of addresses and telephone numbers of federal and military agencies and professional organizations of interest. With full coverage of WMDs, from high-tech, genetically modified organisms to rudimentary radiological "dirty bombs," Introduction to Weapons of Mass Destruction is an essential reference for understanding and responding to these dangerous warfare agents.

Available in PDF, EPUB and Kindle. Book excerpt: With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats.
