Book excerpt: The days of U.S. military forces defending a predetermined terrain with a large, prepositioned force appear to be drawing to a close. In the future, as in the recent past, the U.S. Army will need to deploy to areas of potential or actual conflict. Furthermore, because response time is often critical in overseas operations, the United States must have land forces that can deploy quickly and decisively, both by air and sea. This study concentrates on the airliftable portion of these forces in the early-entry role. In this role, light airborne forces may encounter heavy enemy forces in terrain suitable for tank maneuvers. Such situations pose a grave challenge for U.S. light forces as they are currently configured. As part of the Rapid Force Prdjection Initiative (RFPI), we examined new "technology concepts" that potentially allow light forces to fight and survive against such heavy forces.

Book excerpt: Over the past several years, RAND has been exploring how new concepts made viable with emerging technologies can dramatically improve the effectiveness of light ground forces, particularly in the early-entry role. Motivation for this area of research is derived from studies showing that the U.S. military will need to deploy with greater speed, lethality, and survivability in the future, and that light forces will be the first deployed. Limitations of recent capability were observed during the Desert Shield build-up, where airborne ground forces such as the 82nd Division Ready Brigade (DRB) were deployed to secure key terrain without a credible anti-armor capability. 1 Such improvements to early-entry capabilities appear even more germane in light of the concomitant reductions in prepositioned forces abroad and the rapid increase in threat uncertainty. Thus, as dfticult as the early-entry challenge has been in the recent past, early signposts suggest even more difficult challenges ahead.

Book excerpt: Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. It will work best-perhaps it will only work-if it is designed mainly around the deployment of myriad, small, dispersed, networked maneuver units (what we call "pods" organized in "clusters"). Developing a swarming force implies, among other things, radical changes in current military organizational structures. From command and control of line units to logistics, profound shifts will have to occur to nurture this new "way of war." Our study examines the benefits- and also the costs and risks-of engaging in such serious doctrinal change. Examples of swarming can be found throughout history, but it is only now able to emerge as a doctrine in its own right. That is largely because swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution.

Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands. The study concludes with several recommendations to close those risks, which span the services, combatant commands, and joint staff"--Back cover.
