Book Streamlining Space Launch Range Safety

Download or read book Streamlining Space Launch Range Safety written by National Research Council and published by National Academies Press. This book was released on 2000-04-15 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. space program is rapidly changing from an activity driven by federal government launches to one driven by commercial launches. In 1997, for the first time commercial launches outnumbered government launches at the Eastern Range (ER), located at Cape Canaveral Air Station, Florida. Commercial activity is also increasing at the Western Range (WR), located at Vandenberg Air Force Base, California. The government itself is emulating commercial customers, shifting from direct management of launch programs to the purchase of space launch services from U.S. commercial launch companies in an open, competitive market. The fundamental goal of the U.S. space program is to ensure safe, reliable, and affordable access to space. Despite the inherent danger of space launches, the U.S. space program has demonstrated its ability to protect the public. No launch site worker or member of the general public has been killed or seriously injured in any of the 4,600 launches conducted at the ER and WR during the entire 50-year history of the space age. Streamlining Space Launch Range Safety discusses whether range safety processes can be made more efficient and less costly without compromising public safety. This report presents six primary recommendations, which address risk management, Africa gates, roles and responsibilities, range safety documentation [EWR 127-1]), global positioning system (GPS) receiver tracking systems, and risk standards for aircraft and ships.

Book Firearm Safety Certificate Manual for California Firearms Dealers and DOJ Certified Instructors

Download or read book Firearm Safety Certificate Manual for California Firearms Dealers and DOJ Certified Instructors written by California Department of Justice and published by . This book was released on 2016-12 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The growing concern over the number of accidental firearm shootings, especially those involving children, prompted passage of the initial handgun safety law which went into effect in 1994. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..

Available in PDF, EPUB and Kindle. Book excerpt: Over the past 30 years, I have organized firearms courses and training events on some very high-end and formal ranges as well as in purely improvised locations with no formal infrastructure. I have worked with students of all skill levels from the scared novice to the established expert while using a wide array of firearms. My conclusion from these last 30 years is that firearms are safe if handled properly and gun ranges are safe if managed properly. Whether you're shooting a .22 air rifle in your back garden or a light anti-armor weapon on a military range, as long as the basic principles of firearms/weapons safety and range management are followed you shouldn't have any problems. My aim with this book is to give you in simple terms the points you need to consider and procedures you need to implement to run a safe shooting range and shooting events.

Book Potential Health Risks to DOD Firing Range Personnel from Recurrent Lead Exposure

Download or read book Potential Health Risks to DOD Firing Range Personnel from Recurrent Lead Exposure written by National Research Council and published by National Academies Press. This book was released on 2013-04-20 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lead is a ubiquitous metal in the environment, and its adverse effects on human health are well documented. Lead interacts at multiple cellular sites and can alter protein function in part through binding to amino acid sulfhydryl and carboxyl groups on a wide variety of structural and functional proteins. In addition, lead mimics calcium and other divalent cations, and it induces the increased production of cytotoxic reactive oxygen species. Adverse effects associated with lead exposure can be observed in multiple body systems, including the nervous, cardiovascular, renal, hematologic, immunologic, and reproductive systems. Lead exposure is also known to induce adverse developmental effects in utero and in the developing neonate. Lead poses an occupational health hazard, and the Occupational Safety and Health Administration (OSHA) developed a lead standard for general industry that regulates many workplace exposures to this metal. The standard was promulgated in 1978 and encompasses several approaches for reducing exposure to lead, including the establishment of a permissible exposure limit (PEL) of 50 μg/m3 in air (an 8-hour time-weighted average [TWA]), exposure guidelines for instituting medical surveillance, guidelines for removal from and return to work, and other risk-management strategies. An action level of 30 μg/m3 (an 8-hour TWA) for lead was established to trigger medical surveillance in employees exposed above that level for more than 30 days per year. Another provision is that any employee who has a blood lead level (BLL) of 60 μg/dL or higher or three consecutive BLLs averaging 50 μg/dL or higher must be removed from work involving lead exposure. An employee may resume work associated with lead exposure only after two BLLs are lower than 40 μg/dL. Thus, maintaining BLLs lower than 40 μg/dL was judged by OSHA to protect workers from adverse health effects. The OSHA standard also includes a recommendation that BLLs of workers who are planning a pregnancy be under 30μg/dL. In light of knowledge about the hazards posed by occupational lead exposure, the Department of Defense (DOD) asked the National Research Council to evaluate potential health risks from recurrent lead exposure of firing-range personnel. Specifically, DOD asked the National Research Council to determine whether current exposure standards for lead on DOD firing ranges protect its workers adequately. The committee also considered measures of cumulative lead dose. Potential Health Risks to DOD Firing-Range Personnel from Recurrent Lead Exposure will help to inform decisions about setting new air exposure limits for lead on firing ranges, about whether to implement limits for surface contamination, and about how to design lead-surveillance programs for range personnel appropriately.
