Book excerpt: Worldwide privatization has expanded rapidly but in the Middle East and North Africa (MENA) region progress has been markedly slow. The two main obstacles to privatization in the MENA region are seen to be the high level of overstaffing in public enterprises and the inability of economies to create jobs fast enough. This volume is divided into two parts. The first addresses key issues of an institutional and political economy nature to explain pressures for and against state-owned enterprise (SOE) reform and privatization. The second part of the book presents empirical studies of Egypt, Jordan, Sudan, and Turkey to illustrate the specific roles played by the state and by interest groups in the pace of SOE reform, as well as to analyze the negative impact on productivity and financial performance on an inflated public sector. The conclusions drawn from these studies are that social protection and effective labor redundancy policies should be addressed prior to privatization, and that there is a prerequisite for increased private sector investment in SOEs to accelerate MENA's integration with the world economy via trade-related programs and infrastructure.

The first presents a theoretical discussion that underlies the other essays. The second section deals with privatization issues from the perspective of the United States. The third describes research addressed to the U. K. and Canada. In the first chapter, Richard Zeckbauser and Murray Horn develop a wide-ranging theoretical framework for assessing the capabilities and role of state-owned enterprises; it provides a foundation for the analyses that follow. In The Control and Perfonnance o[ State-Owned Enterprises , they describe state-owned enterprises as an extreme case of the separation of ownership and control. The focus is on management --the incentives it faces and the conflicts to which it is subjected. The distinguishing characteristics of public enterprise, the authors suggest, give it a comparative advantage over both public bureaucracy and private enterprise in certain situations. They argue that legislators are more likely to prefer SOEs over private enterprise when the efficiency of private enterprise is undermined by regulation or the tbreat of opportunistic state action, when the informational demands of subsidizing private production to meet distributional objectives are high, when it is difficult to assign property rights, or when state ownership is ideologically appealing. These considerations suggest why SOEs are usually assigned special rights and responsibilities, and they help explain observed regularities in the distribution of SOEs across countries and sectors. Zeckhauser and Horn apply principal-agent theory to identify the key factors underlying the performance of state-owned enterprises.

In contrast, public police forces employ approximately 600,000 people and spend $30 billion annually. This book addresses the impact and implications of private policing on public streets, and begins with a look at private policing from conceptual, historical, economic, legal and functional perspectives. Book excerpt: Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.
