They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.

Karen Rignall considers whether agrarian livelihoods can survive in the context of globalized capitalism and proposes a new way of thinking about agrarian practice, politics, and land in North Africa and the Middle East. Her book questions many of the assumptions underlying movements for land and food sovereignty, theories of the commons, and environmental governance. Global market forces, government disinvestment, political marginalization, and climate change are putting unprecedented pressures on contemporary rural life. At the same time, rural peoples are defying their exclusion by forging new economic and political possibilities. In southern Morocco, the vibrancy of rural life was sustained by creative and often contested efforts to sustain communal governance, especially of land, as a basis for agrarian livelihoods and a changing wage labor economy. An Elusive Common follows these diverse strategies ethnographically to show how land became a site for conflicts over community, political authority, and social hierarchy. Rignall makes the provocative argument that land enclosures can be an essential part of communal governance and the fight for autonomy against intrusive state power and historical inequalities.

Some 40% of the Earth's land surface is and or alpine and therefore unsuitable for agricultural cultivation. Collectively, these lands are known as rangelands and in their natural state they constitute a habitat for grazing animals, both domestic and wild. Despite their low productivity, rangelands have been used for thousands of years as a source of food and fibre, but other uses such as mining, tourism, recreation and conservation are exerting increasing demands. The result is often conflict between land-users and degradation of the resource.

Book excerpt: This book is a detailed real account of all the key phases of the land tenure reform (LTR) programme in Rwanda and the critical factors that defined the outcomes and requirements for sustaining the process. In addition, the book provides an account of the impact of the programme, its challenges and lessons learned. Beyond LTR, this book also provides insights into emerging issues post-land tenure reform and what efforts are being undertaken to ensure sustainable land administration and land governance. The book draws on various types of secondary data, including relevant laws, policies, operational manuals and published studies, as well as consultants' reports. It also uses primary data comprising mainly interviews with policy makers, land professionals, academics, Civil Society Organisations (CSOs), donor organizations and the general public. This book is in four parts, with nine chapters. Part 1 provides the relevant context of the book and contains two chapters (chapters 1 and 2). Chapter 1 is the introduction and explains why land is so important; it discusses some of the issues land resources currently face, especially, in developing countries and why it should be managed and governed properly; it outlines why there is an urgent need for an improved land governance and land administration system or land tenure reform where this is not taking place, and it provides a summary of the importance of documenting Rwanda's LTR programme and explains why this book is timely and different from existing literature on land tenure reform. In chapter 2, the historical context of land tenure systems in Africa is summarized. Part 2 deals with the preparatory work that was carried out for land tenure reform and has one chapter (chapter 3). The chapter describes the key exercises that were undertaken as part of preparing the ground for the land tenure reform programme. Part 3 concentrates on implementation of the LTR programme and contains four chapters (chapters 4 to 7). Chapter 4 focuses on how the policy and regulatory frameworks were established which supported the LTR programme. Chapter 5 details the institutional framework that was developed to guide the LTR programme implementation, defining each institution's mandate and how they interacted with each other as well as how the capacity of these institutions was built to apportion responsibilities accordingly. Chapter 6 explains the whole process of rolling out the land tenure regularization process countrywide and the key steps that were involved, as well as the implementation process. In chapter 7, the key ingredients required to ensure that what has been achieved by the LTR would be properly maintained are assessed. The last part of the book (Part 4) assesses the impact of the LTR programme by discussing the socioeconomic benefits in chapter 8 where testimonies from various stakeholders and LTR beneficiaries are also presented. Chapter 9 concludes the book and a set of key success factors and lessons are also outlined for other countries wishing to follow a similar route as Rwanda in terms of land tenure reform.

Chigara shows that persistent systematic administrative failures by pre-colonial, colonial and post-colonial authorities have made for a very complex challenge that requires Solomonic tools that neither the Courts alone, nor human rights centric morality alone could resolutely attend. The book recommends a sophisticated systematic new approach to SADC land issues, which is developed in volume two, Re-conceiving Property Rights in the New Millennium. Given that much of it is water-stressed, appropriate and sustainable land and water management practices are vital to achieving this objective. Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.
