This anthology examines the educational decisions that deprive women of an equal education. It assembles the most up-to-date data, organized by region. Each paper links the data with other measures of economic and social development. This approach helps explain the effects different levels of education have on womens' fertility, mortality rates, life expectancy, and income. Also described are the effects of women's education on family welfare. The authors look at family size and women's labor status and earnings. They examine child and maternal health, as well as investments in children's education. Their investigation demonstrates that women with a better education enjoy greater economic growth and provide a more nurturing family life. It suggests that when a country denies women an equal education, the nation's welfare suffers. Current strategies used to improve schooling for girls and women are examined in detail. International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Although significant steps have already been taken in this direction, there remains a long road ahead. This report on the experiences of several Pacific island nations indicates that in remote villages, solar photovoltaic (PV) technologies are supplying reliable power at costs lower than those of the more commonly used diesel systems. Although the supply of electricity to households is limited, PV does provide isolated peoples with access to light and to information through television and VCRs. The study shows that the success of these programs depends not only on the technology itself but on personnel training, good fee collection systems, and careful financial management. Where managerial and technical expertise was lacking, maintenance by local, cooperatively owned utilites proved to be the best option. The authors present a case study from Tuvalu, where the solar PV system exemplifies the program's effectiveness in serving remote areas. The successful Tuvalu Solar Electric Cooperative Society (TSECS), formed in 1984, has been maintained by a well-trained technical staff with local and visiting technicians. It has also benefited from fee collection through an outside agency that prevents diversion of funds to other projects, local user committees to communicate with the utility, and an exclusive focus on PV systems. Environmentally attractive at both the global and local levels, PV solar technology appears highly promising for small-scale applications in developing countries.

Book excerpt: This study shows empirically that gender inequality and income inequality are strongly interlinked, even after controlling for standard drivers of income inequality. The study analyzes gender inequality by using and extending the United Nation’s Gender Inequality Index (GII) to cover two decades for almost 140 countries,. The main finding is that an increase in the GII from perfect gender equality to perfect inequality is associated with an almost 10 points higher net Gini coefficient. For advanced countries, with higher gender equity in opportunities, income inequality arises mainly through gender gaps in economic participation. For emerging market and developing countries, inequality of opportunity, in particular in education and health, appear to pose larger obstacles to income equality.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.
