Book excerpt: The basic objective of agricultural research at ICARDA is to enhance pro ducer and consumer welfare through increasing the productivity, stability, and profitability of agriculture. Improved practices must be technically, ec onomically, and socially suitable to farmer conditions. The rainfed areas of West Asia and North Africa have highly variable environmental conditions as well as complex social and economic structures. In recent years, the region has been experiencing major changes in the relative availabilities and costs of the classical factors of production: land, labor, and capital. These changes have important implications for the design of new agricultural technology. On the one hand, the availability of labor may be an important factor determining the acceptability of new technology. On the other, it is important to consider the impact that technology can have on rural employment. To develop a better awareness of these issues and their relevance to technology development, ICARD A initiated a project on Agricultural Labor and Tech nological Change. The first stage of the project is published here; it is a review of available literature on selected issues of regional importance, com bined with more detailed analyses of the situations of eight countries with important rainfed agricultural sectors. ICARDA greatly appreciates the financial assistance of the Ford Foun dation, which allowed us to support the execution of the study and publi cation of its findings. We also appreciate the great efforts of the authors in the face of often limited data and facilities.

For countries that share river basins with others, questions of how best to use and protect precious water resources always become entangled in complex political, legal, environmental, and economic considerations. This book focuses on the issues that face all international river basins by examining in detail the Nile Basin and the ten countries that lay claim to its waters. John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile’s resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank. In cooperation with the Food and Agriculture Organization of the United Nations (F AO) a meeting was held in Rabat, Morocco, on 7-9 December 1987, entitled "Regional Consultation on Supplemental Irrigation"; specialists from 11 different countries were brought together to discuss priorities for supplemental irrigation within their specific regions. The participants were asked to focus on developing an information base using both primary data, results of surveys administered to district level agricultural personnel, and secondary data sources with a particular interest in the application of state-of-the-art knowledge and technology to the problems of supplemental irrigation. The authors have willingly and thankfully responded to the suggestions and criticisms of Ms Kate Ward, Institute of Irrigation Studies, Department of Civil of Southampton, U. K. , who accepted the soporific Engineering, University position of Review Editor and performed miracles. Chapter 2 and parts of chapters 15 and 16 are a partial rendering of a forthcoming book on systems analysis by Janice R. Perrier. The authors recognize the inclusion of this material which outlines the basic philosophical perspective of supplemental irrigation as utilized in the book. The assistance of Mr. Maurice Saade, Agricultural Economist is greatly appreciated for the understanding of Chapter 14. The section on the phenology of cereals near the end of chapter 4 was written by Mr.

Book excerpt: This publication presents the proceedings of the Regional Technical Meeting on Seed Policy and Programmes in the Near East and North Africa, held in Larnaca, Cyprus from 27 June to 2 July 1999. The meeting was organised by the Agricultural Research Institute in Nicosia, Cyprus in collaboration with the Seed and Plant Genetic Resources Service of the FAO. In line with the Rome Declaration on World Food Security and the World Food Summit Plan of Action, the meeting recognised that one of the major challenges facing most countries in the Near East and North Africa is the need to invest significant resources in strengthening their capacity to increase the availability of good quality seeds of a wider range of plant varieties. This will contribute to the maximisation of both agrobiodiversity and productivity, in order to achieve national food security while reducing environmental degradation and the depletion of natural resources. The meeting proposed and agreed to establish a Regional Consultative Forum on Seed Policy and Programmes for the Near East and Africa (CFS-NENA). The forum will facilitate intercountry scientific and technical co-operation on seed production and supply, and promote crop genetic resources evaluation, conservation and utilisation in the region.

The findings of this report will help member countries to reflect on their progress in advancing toward nationally determined contributions priorities for agriculture, water and land use, and associated national climate goals including related targets under the Sustainable Development Goals. The analysis also helps to make clear the links between the nationally determined contributions from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA). Finally, the report serves as a guide to the Food and Agriculture Organization of the United Nations, as well as other international actors, of the support that will be required to help countries in the region move forward to implement agriculture, water and land use priorities in their NDCs and ensure that future commitments from the sector are quantifiable, verifiable and sufficiently ambitious.

Book excerpt: This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.
