The Act of 1888 ex tended this jurisdiction by empowering' the Commission to receive an application from a trader as well. In every possible way the fact was emphasized that the Commission was a court, and therefore no concerned with rate-making. The control of matters pertaining to rates was divided. Powers in regard to conciliation of rate difficulties were given to the Board of Trade. When the provision placing the revision of maxima and of classi fication in the hands of the Board of Trade was under consideration, an amendment to place such revision in the hands of the Commission was negatived. The genius for compromise, so characteristically British, has produced our present hybrid system - a system which is neither logical nor effective. So gingerly have we treated the problems involved - the transport of goods, the carriage of passengers, and the employment of an army of workpeople - that it is safe to say that never was there more profound dissatisfaction amongst shareholders, traders, travellers, and workers than exists at the present time. Magazines and newspapers have given vent to the dissatisfaction of shareholders, traders, and travellers threats of strike and disruption have been the mode of expressionof the workers. In addition, MPs are concerned about: governance arrangements for Eurotunnel; the maximum annual threshold proposed for rail franchises, which could prevent UK companies bidding for work in other EU countries; and the possibility that the EU may become responsible for specifying the content of public transport plans: these should remain the responsibility of national or local governments.

No mat ter what its terms may be. The experience of the majority of the other states Of the Union clearly points to the one logical thing to do, and that is to place traction companies under the control of a state public utilities commission. Minnesota already has a railway and warehouse commis sion that could be given enlarged powers to supervise the traction companies of the state. The records of our neigh bor state, Wisconsin, and many others who have followed this plan, proves conclusively that this method of handling public utilities is far superior to that of municipal control. The situation in Minnesota. With Minneapolis, St. Paul and Duluth served by one traction corporation, makes it especially desirable to utilize this state commission plan. This will do away with all local franchise granted by city councils and will give the greatest assurance for adequate service. The city councils lay their demands before the state commissions and the traction companies present their side of the case, and this judicial commission employs the services of the very best engineers and auditors, and their decisions are usually in the best interests of the public.
