The laws of health can be worked out only in a fulness Of knowledge as to the nature of disease. And until the cause and the com pleted course of disease are thoroughly understood, the prac titioner is well - nigh helpless to effect a cure. Yet the student of medicine, because his attention for a time is fixed upon phys ical disorders, does not lose faith in the curative possibilities Of his art. Neither does he conclude that all men are bodily unsound, because his clinic reveals so much human defective ness. Just so would we conclude our study with the affirmation that never in our history, and probably nowhere else in the world, has the standard Of probity, the quickened sense of responsibility, both public and private, among American rail road men, been more pronounced than it is at the present time. The material of this money is gold, silver and paper. Its standard of value is United States Gold Coin. All money made by this machine is a full legal tender for all money purposes, public and private, and its value is fixed by law to that of the standard up to its full face value. By this machine the people will inaugurate bimetallism, without the consent, or assistance of other nations. By it they will produce a money that is safe, sound and flexible, all on a parity, always enough, never too much, and at an approximate equitable interest of three per cent. per annum. All money produced by this machine and loaned by it to the people, is all redeemed by the borrower or his property, the same as the National Bank Note is now redeemed. This machine will produce a revenue from a new source for the use of the Government, variously estimated from 60 million to 200 million dollars annually, without expense to the Government for collecting. A Government Banking Department will be the people's agent for running this financial machine for them. This machine is a system of national finance and currency and if put in motion, would remove from the business world; most, if not all the evils arising from our present inadequate, iron, clad, private money systems. The suffering and loss, arising from a depreciated currency, insufficient supply, imperfect distribution and money panics, in times past are beyond computing and are the bitter fruits, that have fallen to civilized man from tradition and inheritance, from the feudal ages. The worst evil of modern academic life, particularly under the elective system, is that the student may so seldom be called upon to think for himself; - not merely to "cram" and memorize, to absorb information predigested by an instructor, but rather to actively use his reasoning powers in effecting recombinations of ideas. Mere passive contact for a brief period of life with cultivating influences and high ideals, as exemplified in books, general environment, and, it is to be hoped, instructors of the right sort, tends to produce the dilettante, unless at the same time the mind is constantly invigorated by action. This is especially true of the economic and social sciences. To provide material, preferably of a debatable sort, which may be worked over under discussion in the class room, instead of being merely committed to memory, constitutes the pedagogical aim of this book. Some of the extracts, especially the historical ones, are of course not susceptible of such treatment. They are merely reference readings for convenient use. But the others, notably the decisions of the Interstate Commerce Commission, usually provide debatable matter of an admirable sort. This is peculiarly true of cases or decisions with a dissenting minority opinion. Another advantages which many of these economic cases possess, over proposition in mathematics, logic, or even laws, as material for training the intelligence, is that they are always charged with human, and often with great public, interest and that they incidentally involve an acquaintance with the underlying business condition and trade of the country at large.
