This information was combined with expected levels of U.S. grain production and exports in a model that projected grain car requirements.

They are currently provided free of charge to the grain industry, but the government has announced its intention to dispose of this railcar fleet and thus end the implicit subsidy to grain transportation. This commentary proposes that these railcars be transferred to a non-profit entity called Grain Car Canada (GCC) which would lease the cars to users through an electronic auction. The first part summarizes the policy framework that governs access to grain hopper cars in western Canada and reviews the history of railcar policy. Part two discusses the economics of railcar supply & demand, the case for GCC, and some models of commercialization. Part three shows how electronic commerce could be used to obtain a socially optimal quantity of railcars and how GCC would induce indirect competition between railways. Finally, the value of such indirect competition is discussed.
