Book excerpt: This report was prepared as part of the June 1994 Departmental Rail-Highway Crossing Safety Action Plan. Initiative V.B, Data and Research-Demographics, called for a study describing the circumstances under which fatal rail crossing crashes occur and characteristics of the drivers involved in such crashes. This report compares fatal motor vehicle rail crossing crashes with fatal crashes occurring at intersections and all fatal crashes. Data from NHTSA's Fatal Accident Reporting System, supplemented with information from Claritas, a commercially available geodemographic database, were used to provide the descriptive statistics.

Book excerpt: The National Transportation Safety Board has studied accident data collected by four other Federal agencies, has investigated 14 accidents involving train collisions with trucks transporting hazardous materials, and as a result has determined certain characteristics of such collisions. An average of 62 accidents of this type occur annually, resulting in an average of more than 1.6 million dollars property damage, 41 injuries, and 7 fatalities. Some recent individual accidents have involved fatalities and property damage in excess of previous yearly averages. One railroad's data when extrapolated suggest that there may be as many as 750 near-collisions between trains and trucks transporting bulk hazardous materials each year. The accidents tend to involve trucks transporting petroleum products and to occur close to distribution/storage terminals. A uniform effort, as an extension of Operation Lifesaver, which includes engineering, education, enforcement, and legislation, is needed to reduce these types of accidents. Additionally, changes in data systems are needed.

The degree of the risk depends on many factors such as volume train, volume of vehicles, speed of trains and vehicles, geometry of the crossing, etc. To assess the safety and risk of RR crossings, one may utilize aggregated data for the entire state or the country. Even though analysis of the aggregated data may be useful in establishing correlation among important variables, it might not be very useful for assessing the safety and risk for a given RR crossing. It is proposed to conduct a micro-level analysis to determine the risk of crashes at a given location (or a set of similar locations). The crash risk at a given crossing may depend on past crash history at that location, as well as the relation amount different elements that affect traffic safety at RR crossings. At the micro-level analysis one considers the uniqueness of each crossing and develops a risk factor for such crossings. Then, the safety and risk at system level is determined based on these individual safety and risk assessments. Phase one of this study is near completion and phase two will focus on safety and risk of accident at railroad crossing."--
