This report highlights the fact that, in a world of changing global supply chains and logistics, the approach to regaining modal share needs to be different. The expectation that lower cost and efficient rail service will automatically lead to modal shift from road to rail has not been a reality in most emerging economies. Modern railways focus on understanding the logistics of targeted freight and positioning rail transport services as part of an overall logistics system aimed at meeting the needs of customers.

Book excerpt: The continued loss of rail network infrastructure and rail service throughout the US has most instances resulted in the modal shift of rail freight back to truck. Rail freight converted to truck may have significant impact on pavement maintenance costs and activities due to the increased highway traffic volumes. This study will investigate three short-line rail routes in Minnesota, Wisconsin and the Upper Peninsula of Michigan and will determine the potential impacts of diverting rail freight flows to truck. A logistics flow routing will be created illustrating the new truck flows by highway classification and usage. The targeted highways current conditions and asset management techniques will be documented. A pavement maintenance model will be used to determine the incremental pavement maintenance cost per ton-mile if additional freight moved over various classes of highway and their impact on highway funding.

Although this vision was eclipsed for a time by the rise of air travel and trucking, railroads have enjoyed a rebirth in recent years as profitable freight carriers. A fascinating account of the rise, decline, and rebirth of railroads in the United States, John F. Stover's American Railroads traces their history from the first lines that helped eastern seaports capture western markets to today's newly revitalized industry. Stover describes the growth of the railroads' monopoly, with the consequent need for state and federal regulations; relates the vital part played by the railroads during the Civil War and the two World Wars; and charts the railroads' decline due to the advent of air travel and trucking during the 1950s. In two new chapters, Stover recounts the remarkable recovery of the railroads, along with other pivotal events of the industry's recent history. During the 1960s declining passenger traffic and excessive federal regulation led to the federally-financed creation of Amtrak to revive passenger service and Conrail to provide freight service on bankrupt northeastern railroads.
