Book excerpt: The Pollutant Assessments Group (PAG) at the Grand Junction Office (GJO), Colorado, of Oak Ridge National Laboratory (ORNL) is responsible for surveying designated sites in the vicinity of 24 inactive mill sites involved in the Department of Energy's (DOE) Uranium Mill Tailings Remedial Action Project (UMTRAP). The purpose of these surveys is to provide a recommendation to DOE whether to include or exclude these sites from UMTRAP based on whether the on-site residual radioactive material (if any) originated from the former mill sites, and radiation levels on-site are in excess of appropriate Environmental Protection Agency (EPA) criteria. This report describes the Quality Assurance Plan (QAP) for the PAG in conducting all activities related to UMTRAP. All quality assurance provisions given by the DOE, DOE/UMTRA and ORNL organizations are integrated into this plan. Specifically, this report identifies the policies and procedures followed in accomplishing the PAG/UMTRA QA program, identifies those organizational units involved in the implementation of these procedures, and outlines the respective responsibilities of those groups. 11 refs., 6 figs., 3 tabs.

The RASA group of the Health and Safety Research Division (HASRD) at ORNL is responsible for the planning, conducting, and reporting of the results of radiological surveys at specified sites and associated vicinity properties. The results of these surveys are used by DOE in determining the need for and extent of remedial actions. Upon completion of the necessary remedial actions, the ORNL-RASA group or other OOS contractor may be called upon to verify the effectiveness of the remedial action. Information from these postremedial action surveys is included as part of the data base used by DOE in certifying a site for unrestricted use.

Book excerpt: This report summarizes and documents the results of the radiological surveys conducted over the surface of the 100-DR-1 Operable Unit, Hanford Site, Richland, Washington. In addition, this report explains the survey methodology using the Ultrasonic Ranging and Data System (USRADS). The 100-DR-1 radiological survey field task consisted of two activities: characterization of the operable unit-specific background conditions and the radiological survey of the operable unit surface area. The survey methodology was based on utilization of USRADS for automated recording of the gross gamma radiation levels at or near 6 in. and at 3 ft from the surface soil. The purpose of the survey is to identify the location of unidentified subsurface radioactive material areas and any surface contamination associated with these areas. The radiological surveys were conducted using both a digital count rate meter with a NaI detector reporting in counts per minute (CPM) and a dose rate meter reporting micro-Roentgen per hour (uR) connected to a CHEMRAD Tennessee Corp. Series 2000 USRADS. The count rate meter was set for gross counting, i.e., Window ''out''. The window setting allows detection of low, intermediate, and high energy photons. The USRADS equipment is used to record the detector readings verses the location of the readings, generate a map of the survey area, and save the data on computer storage media.

Book excerpt: The US Department of Energy (DOE) was assigned the responsibility for conducting remedial action at 24 sites, which are located in one eastern and nine western states. The DOE's responsibilities are being met through its Uranium Mill Tailings Remedial Action Project Office (UMTRA-PO) in Albuquerque, New Mexico. The purpose of this Procedures Manual is to provide a standardized set of procedures that document in an auditable manner the activities performed by the Radiological Survey Activities (RASA) group in the Dosimetry and Biophysical Transport Section (DABTS) of the Health and Safety Research Division (HASRD) at the Oak Ridge National Laboratory (ORNL), in its role as the Inclusion Survey Contractor (ISC). Members of the RASA group assigned to the UMTRA Project are headquartered in the ORNL/RASA office in Grand Junction, Colorado, and report to the ORNL/RASA Project Manager. The Procedures Manual ensures that the organizational, administrative, and technical activities of the RASA/UMTRA group conform properly to those of the ISC as described in the Vicinity Properties Management and Implementation Manual and the Summary Protocol. This manual also ensures that the techniques and procedures used by the RASA/UMTRA group and contractor personnel meet the requirements of applicable governmental, scientific, and industrial standards.

Book excerpt: In the standard-equipment method, the survey is made by taking readings with a standard military portable radiac instrument which is carried inside the aircraft while flying over the contaminated area. This method requires a minimum of preparation and equipment and may be suitable for certain situations where large errors may be tolerated. In the long-range method, the survey is carried out by flying a grid pattern and measuring radiation intensities with a special, fast response detector and recording or telemetering the data back to a plotting station on the ground. This method is best suited for rapid surveys of large areas when only the general level and extent of fallout activity are desired.
