Book excerpt: The Fernald Environmental Management Project has developed a successful Low Level Waste Shipping Program in compliance with the Nevada Test Site Defense Waste Acceptance Criteria, Certification, and Transfer Requirements, NVO-325, Revision 1. This shipping program is responsible for the successful disposal of more than 4 million cubic feet of Low Level Waste over the past decade. The success of the Fernald Low Level Waste Shipping Program is due to the generator program staff working closely with the DOE-NV Radioactive Waste Acceptance Program Team to achieve win/win situations. The teamwork is the direct result of dedicated, proactive professionals working together toward a common objective: the safe disposition of low level radioactive waste. The growth and development of this program has many lessons learned to share with the low level waste generating community. The recognition of reciprocal interests enables consistently high annual volumes of Fernald waste disposal at the Nevada Test Site without incident. The large volumes successfully disposed serve testimony to the success of the program which is equally important to all Nevada Test Site and Fernald stakeholders. The Fernald approach to success is currently being shared with other low-level waste generators through DOE-NV sponsored outreach programs. This paper introduces examples of Fernald Environmental Restoration Management Corporation contributions to the DOE-NV Radioactive Waste Acceptance Program outreach initiatives. These practices are applicable to other low level waste disposal programs whether federal, commercial, domestic or international.

Book excerpt: The Waste Acceptance Criteria (WAC) Attainment Team (AT) routinely provides the U.S. Department of Energy (DOE) Oak Ridge Operations with Go/No-Go decisions associated with the disposition of over 1.8 million yd3 of low-level radioactive, TSCA, and RCRA hazardous waste. This supply of waste comes from 60+ environmental restoration projects over the next 15 years planned to be dispositioned at the Oak Ridge Environmental Management Waste Management Facility (EMWMF). The EMWMF WAC AT decision making process is accomplished in four ways: (1) ensure a clearly defined mission and timeframe for accomplishment is established, (2) provide an effective organization structure with trained personnel, (3) have in place a set of waste acceptance decisions and Data Quality Objectives (DQO) for which quantitative measures are required, and (4) use validated risk-based forecasting, decision support, and modeling/simulation tools. We provide a summary of WAC AT structure and performance. We offer suggestions based on lessons learned for effective transfer to other DOE.

These differences may have legitimate reasons but make the process of reviewing estimates complicated and the estimates themselves difficult to defend. Hence, the joint initiative of the OECD Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission (EC) was undertaken to propose a standard itemisation of decommissioning costs either directly for the production of cost estimates or for mapping estimates onto a standard, common structure for purposes of comparison. This report updates the earlier itemisation published in 1999 and takes into account experience accumulated thus far. The revised cost itemisation structure has sought to ensure that all costs within the planned scope of a decommissioning project may be reflected. The report also provides general guidance on developing a decommissioning cost estimate, including detailed advice on using the structure.
