Book excerpt: "This proposal is for a reliable communications service that is designed to meet the needs of the petroleum industry in their East Coast oil exploration activities. Specific objectives include simplicity of operatrion, high reliability, full operating and support services, flexiblity, expandability. The service will provide voice, data and facsimile communications over most of the Canadian Continenal Shelf. Full service can be provided to moving craft. The system should, for legal reasons, be licenced by EPOA, however, DCM is willing to undertake all engineering and installation work, lease the equipment and provided operating and maintenance personnel on a term contract basis. The proposal is based on the use of a novel medium range coastal radio that is particularly suited to the requirements. This radio is intergrated with conventional HF/SSB. VHF marine and VHF ground to air to form an integragted system that will connect drilling rigs, supply or survey boats and aircraft to each other and to the common carrier telephone network. The number of communications channels and the area of coverage provided may be greater than is immediately required; also EPOA member companies already possess office space, radio sites and radio equipment that may be used to advantage. For these reasons, the costs presented should be taken, not as a final statement, but as a guide to help make decisions as to the initial capacity of the system and the degree to which member company facilities and staff can be used"--Leaf 1.

The proposed system will consist of 1 hop of 60 channel, 1900 MHz radio and 2 hops of 420 MHz, 24 channel radio. All equipment will operate in a monitored, hot standby configuration. The system will be used to carry a quantity of multiplex derived channels from shore stations at Hooper Island, Atertak, and Atkinson Point to Tuk Base where VF will typically terminate on a private branch exchange. As Beaufort Sea operations move from the exploratory drilling phase to the commercial production phase, system expansion will likely be centered in the following areas: (a) upgrading the two UHF hops to 2 GHz band. (b) Installation of random access (IMTS) VHF terminals to improve efficiency of service to offshore vessels. (c) Installation of off-premise telephone locals at shore based supply camps. (d) Extension of microwave facilities to offshore drilling platforms. It is expected that VF channel loading will increase to an estimated 70% of system capacity (60 channels) within three years"--Leaf [4].
