Historical debate, however, has focussed on whether reform represented the end of the ancien régime or a conservative holding action by political elites. Little critical thinking has been devoted to investigating the passage of the three different Reform Acts as a renegotiation of the relationship between England, Scotland and Ireland. By providing a history of reform in one national context this study addresses several key themes. It delivers a more 'British' history of reform, exploring how the constitutional crisis of 1828-32 was negotiated in different contexts and how, throughout the 1820s and 30s, events in England, Scotland and Ireland impacted on one another. It moves beyond constitutional questions to explore the development of a political culture of reform in shared languages, strategies and personnel across a number of political, religious and social reform campaigns. Finally, it argues that the period was crucial in the renegotiation of what it meant to be British and had a profound impact on national identities in Scotland, where different versions of Britishness and Scottishness were integral to the practice of politics at all levels.

Book excerpt: This thesis investigates radicalism and reform in Scotland, from the collapse of the post- 1815 popular movement for parliamentary reform in 1820, to the achievement of parliamentary reform in 1832, and burgh reform in 1833. It focuses on the ideologies and languages that were used in contesting issues of political reform, both by elites and by popular movements. One of its aims is to explore the debate over the position of Scotland within Britain that was facilitated by the reform of political institutions and the system of representation. Chapter one examines the broad critique of Scottish institutions and society that had developed from the 1790s, and particularly following the end of the Napoleonic Wars. This was apparent in parliament, in three attempts to amend various aspects of Scotland's system of representation, and outside parliament, in numerous reform campaigns with both political and religious objectives. Chapter two investigates the political context of the 182Os, focusing on the reaction in Scotland to the repeal of the Test and Corporation Acts in 1828. Catholic Emancipation in 1829 and the revolution in France in 1830. Chapter three provides a narrative of the drafting and passing of the Reform Act (Scotland), and of the popular movement outside parliament. It identifies the key stages in the development of the legislation, and the various problems its architects had to surmount. Chapter four looks at the debate on reform among Scotland's political elites and, in particular how this debate was prosecuted in parliament. Chapter five investigates the popular movement for reform in Scotland, briefly considering the functional factors that contributed to its creation and the maintenance of unity. It argues that while reformers and radicals made claims using a number of different languages, the reform movement after 1830 was characterised by the appeal to 'popular constitutionalism'. This language provided a coherent and flexible critique of the unreformed political system and allowed the reform movement to monopolise the language of patriotism and loyalty. The final chapter considers the consequences of parliamentary reform. It had a major influence on the languages and strategies used to contest issues in Scottish politics, and the patriotic consensus that had been achieved between 1830 and 1832 began to deteriorate. Finally, the consequences of parliamentary reform were sectarian as well as political. Changes made in the constitution and the state bolstered calls for changes to be made in the church. Movements calling for the end of religious establishments, or for their improvement, emerged during and after the agitation for parliamentary reform, and the 'Ten Years' Conflict' and the Disruption of the Church of Scotland in 1843 should be seen in the context of the reforms of 1829 to 1833.

Book excerpt: Today, Scotland's history is frequently associated with the clarion call of political nationalism. However, in the nineteenth century the influence of history on Scottish national identity was far more ambiguous. How, then, did ideas about the past shape Scottish identity in a period when union with England was all but unquestioned? The activities of the antiquary Cosmo Innes (1798-1874) help us to address this question. Innes was a prolific editor of medieval and early modern documents relating to Scotland's parliament, legal system, burghs, universities, aristocratic families and pre-Reformation church. Yet unlike scholars today, he saw that editorial role in interventionist terms. His source editions were artificial constructs that powerfully articulated his worldview and agendas: emphasising Enlightenment-inspired narratives of social progress and institutional development. At the same time they used manuscript facsimiles and images of medieval architecture to foreground a romantic concern for the texture of past lives. Innes operated within an elite associational culture which gave him access to the leading intellectuals and politicians of the day. His representations of Scottish history therefore had significant influence and were put to work as commentaries on some of the major debates which exorcised Scotland's intelligentsia across the middle decades of the century. This analysis of Innes's work with sources, set within the intellectual context of the time and against the antiquarian activities of his contemporaries, provides a window onto the ways in which the 'national past' was perceived in Scotland during the nineteenth century. This allows us to explore how historical thinkers negotiated the apparent dichotomies between Enlightenment and Romanticism, whilst at the same time enabling a re-examination of prevailing assumptions about Scotland's supposed failure to maintain a viable national consciousness in the later 1800s.

Book excerpt: Victorian Britain is often described as an age of dawning democracy and as an exemplar of the modern Liberal state; yet a hereditary monarchy, a hereditary House of Lords, and an established Anglican Church survived as influential aspects of national public life with traditional elites assuming redefined roles. After 1832, constitutional notions of 'mixed government' gradually gave way to the orthodoxy of 'parliamentary government', shaping the function and nature of political parties in Westminster and the constituencies, as well as the relations between them. Following the 1867-8 Reform Acts, national political parties began to replace the premises of 'parliamentary government'. The subsequent emergence of a mass male electorate in the 1880s and 1890s prompted politicians to adopt new language and methods by which to appeal to voters, while enduring public values associated with morality, community and evocations of the past continued to shape Britain's distinctive political culture. This gave a particularly conservative trajectory to the nation's entry into the twentieth century. This study of British political culture from the late eighteenth to the early twentieth century examines the public values that informed perceptions of the constitution, electoral activity, party partisanship, and political organization. Its exploration of Victorian views of status, power, and authority as revealed in political language, speeches, and writing, as well as theology, literature, and science, shows how the development of moral communities rooted in readings of the past enabled politicians to manage far-reaching change. This presents a new over-arching perspective on the constitutional and political transformations of the Victorian age.
