One such group are those U.S. servicemen (the "Atomic Veterans" who participated in the atmospheric testing of nuclear weapons at the Nevada Test Site or in the Pacific Proving Grounds, who served with occupation forces in or near Hiroshima and Nagasaki, or who were prisoners of war in or near those cities at the time of, or shortly after, the atomic bombings. This book addresses the feasibility of conducting an epidemiologic study to determine if there is an increased risk of adverse reproductive outcomes in the spouses, children, and grandchildren of the Atomic Veterans.

Book excerpt: The Treatment is the story of one tragedy of medical research that stretched over eleven years and affected the lives of hundreds of people in an Ohio city. Thirty years ago the author, then an assistant professor of English, acquired a large set of little-known medical papers at her university. These documents told a grotesque story. Cancer patients coming to the public hospital on her campus were being swept into secret experiments for the U.S. military; they were being irradiated over their whole bodies as if they were soldiers in nuclear war. Of the ninety women and men exposed to this treatment, twenty-one died within a month of their radiations. Martha Stephens’s report on these deaths led to the halting of the tests, but local papers did not print her charges, and for many years people in Cincinnati had no way of knowing that lethal experiments had taken place there. In 1994 other military tests were brought to light, and a yellowed copy of Stephens’s original report was delivered to a television newsroom. In Ohio, major publicity ensued—at long last—and reached around the world. Stephens uncovered the names of the victims, and a legal action was filed against thirteen researchers and their institutions. A federal judge compared the deeds of the doctors to the medical crimes of the Nazis during World War II and refused to dismiss the researchers from the suit. After many bitter disputes in court, they agreed to settle the case with the families of those they had afflicted. In 1999 a memorial plaque was raised in a yard of the hospital. Who were these doctors and why had they done as they did? Who were the people whose lives they took? Who was the reporter who could not forget the story, the young attorney who first developed the case, the judge who issued the historic ruling against the doctors? This is Stephens’s moving account of all that transpired in these lives and her own during this epic battle between medicine and human rights.

Further, the number of individuals exposed in accidents, such as Chernobyl, U. S. S. R. ; Goiania, Brazil; and San Salvador, El Salvador, underscores the potential for large-scale radiation accidents. Because of these accidents, health care providers have found themselves treating patients with acute radiation injuries and subsequent complications. Often the radiation injuries are combined with burns or other trauma and the infectious and immune complications associated with such injuries. The treatment of victims of these accidents has provided important information about the medical management of radiation casualties. However, development of techniques to improve the diagnosis and treatment of radiation injuries, to collect follow up data on survivors, and to determine the long-term effects of uncontrolled radiation exposure must continue. The Armed Forces Radiobiology Research Institute, Bethesda, Maryland, and its Medical Radiobiology Advisory Team sponsored the First Consensus Development Conference on the Treatment of Radiation Injuries in Washington, DC, on May 10-13, 1989. The proceedings of the conference are presented in this volume, which we hope will serve as a reference for clinicians and basic research scientists who require knowledge of the latest developments in the diagnosis and treatment of radiation injuries. This conference was designed specifically to address the areas of hematopoietic injury, infectious complications, and combined injury.

The inhabitants of St. George, Utah--the so-called downwinders--were repeatedly in the fly zone of these toxic, wind-blown clouds--so much so that St. George became known nationwide as Fallout City, USA. According to the back cover of John Fuller’s 1984 best seller, The Day We Bomb Utah: America’s Most Lethal Secret, “Within a few years, a plague of cancer and birth defects had ripped through the area---a plague that may have caused the cancer-related deaths of John Wayne and over 100 other cast and crew members of The Conquerer which was filmed only miles from the test site.” (Actually, it was filmed only five miles from St. George.) Utah Congressman Jim Matheson alleged in a recent op-ed article in the Deseret News that the horrendous legacy of radioactive fallout is still killing downwinders. ”Thousands of citizens throughout the West continue to get sick and die from radiation-exposure-caused illnesses.” From an editorial in the February 15, 2001 issue of the Deseret News: “...the federal government literary sacrificed the health of thousands of unsuspecting Utahan and Nevadans.” The focus of Radioactive Clouds of Death Over Utah is to retrospectively consider both the short-term and long-term health effects of radioactive fallout exposure on downwinders from the perspectives of the downwinders, the tort lawyers, the government itself, politicians, producers of five television documentaries, writers of six popular books, hundreds of magazine and newspaper articles and many scientific studies on fallout health effects on Utah residents. Recently the Utah press has featured many fallout-cancer stories giving much weight to anecdotal accounts---downwinders have been featured in the Deseret News 265 times in the last decade. On April 12, 2011 U. S. Senator Tom Udall (D-NM) led a bipartisan group of senators in introducing S-791, the Radiation Exposure Compensation Act Amendments of 2011, which would among other things expand compensation to downwinders in all counties in Idaho, Montana, Colorado, New Mexico, and to areas not now covered in Utah, Nevada, and Arizona. Today, with heightened fears about radiation leaks from damage nuclear power plants in Japan and the possibilities of nuclear terrorism, the discussion of fallout-induced cancers in this book provides valuable basic information about what is known about exposure to radiation and its health risks. A balanced perception of the health risks of ionizing radiation is of great societal importance to issues as varied as radiological terrorism, the future of nuclear power, nuclear waste storage, occupational radiation exposure, the clean-up of nuclear waste sites, medical x-rays (whole-body scanning by computed tomography results in much higher organ doses of radiation than conventional single-film x-rays), manned space exploration, and frequent-flyer risks.

Book excerpt: "The two world wars were undoubtedly two of the most catastrophic events in human history, not just for those who actually fought in them, but for untold millions of civilians. And even though the wars' superlativeness is unquestioned, our understanding of exactly how bad the civilian costs were is limited. Although the numbers are better for the two wars than for most earlier wars, gaps and uncertainties remain. States went to great lengths to record military casualties, but civilian fatalities often went uncounted, and figures were often deliberately obscured. In this book, renowned economic historian Cormac O Grada aims to set the record straight, establishing a figure for civilian fatalities that reveals much about the nature of modern war. The book builds on earlier estimates of casualties from a range of causes, some reliable, some approximate at best, and warns against spurious precision when approximations are impossible. For example, while the human toll of the Jewish Holocaust is generally agreed to have been about 6 million, the tolls of two other war genocides, those of the Armenian community in Turkey during World War I and of the European Roma community during World War II, cannot be determined with any precision. (Scholarly estimates of these range from 0.6 to 1.2 million, and from "at least 130,000" to "between 250,000 and 500,000.") During World War II Chinese civilians faced both a civil war and Japanese occupation, and no estimate of the resulting civilian deaths, which range from an implausibly low 2.5 million to 20 million, is reliable. The book shows that the single biggest cause of civilian deaths during the two wars were famines, some of which are familiar and well-documented, while others have attracted research only recently, and a few await systematic analysis. The book covers these as well as genocides, particularly the Jewish Holocaust, and deaths from aerial bombing, and shows how in each of these categories the numbers have been controversial and contested. Most of the book deals with death, but it contains accounts too of the tens of millions of displaced persons and refugees and forced labourers, of civilian trauma, and of sexual violence and other atrocities. In the end O Grada argues that the two world wars cost at least 45 to 50 million civilian lives, almost double the cost in military lives. Addressing the uncertainties and inaccuracies in civilian casualties, the book shows the failings of international law and gives a vital and harrowing understanding of the true cost of war"--
