The program can also be used for management of an existing radar or for HF broadcasting assessment. When the radar parameters, such as power, antenna, and frequency are given the program predicts the signal-to-noise, ground clutter-to-noise, ionospheric spread Doppler clutter-to-noise, and received power as a function of range from the radar site. The report is intended to provide the reader with a general description of the prediction model and to show those mathematics and procedures which are upgraded from NRL Report 2226. The procedures should provide the OTH radar engineers with information to execute the program for studies or evaluation of existing or planned radars. For the first ten days of January, April, and July, noon and midnight, the vertical ionograms, oblique backscatter soundings, radar ground backscatter amplitudes and noise levels have been compared with Model predictions. The differences between the Model and median ionospheric soundings are small enough to have negligible effect on predictions. The coverage predicted for oblique backscatter soundings agrees well with observed median data except for sporadic E effects which were under-estimated. Medians of observed ground backscatter agree fairly well with predictions. The actual noise that controlled radar performance was the most significant deviation from the model; all nighttime and January day noise was higher than that predicted; and this was due to 'multiplicative' noise ... Analogously, the dispersive nature of the ionosphere also shows itself differently in the two cases. Certain F-layer disturbances are potentially troublesome to HF radar operations. One of these, which occurred during a 4-hour interval on February 11, 1958, is briefly discussed. The effect of auroral absorption on HF radar is roughly approximated for different operating frequencies and station latitudes.

But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment.
