The ability to accurately predict the effects of land clutter in surface radar has been an unsolved problem for many years. This book is comprehensive in addressing the topic, containing many interrelated results, each important in its own right. It unifies and integrates all the results so as to create a comprehensive, innovative, and unequaled work. The results of this book directly enable the reader to predict land clutter effects in surface radar. Modern military aircraft deliberately fly low to hide their presence from radars that are also dealing with land clutter. Depending on the terrain, the performance of the radar varies greatly from very good to very poor. This book helps radar engineers provide accurate assessments of ground clutter, thus bringing their ability to detect and operate against low flying aircraft to a much higher and much more consistent level.

Book excerpt: The introduction of directed energy weapons into twenty-first century naval forces has the potential to change naval tactics as fundamentally as the transition from sail to steam. Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

Book excerpt: Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions.
