Book excerpt: The European Monitoring Centre on Racism and Xenophobia (EUMC) presented its Annual Report 2005 to the European Parliament on 23 November 2005. The report looks at the evidence of discrimination in employment, housing and education, as well as racist crime data, and at measures being taken to combat this. Across the EU, the EUMC finds migrants and minorities to be overrepresented in the less prestigious employment sectors. Segregation in the housing sector is particularly prevalent in some Member States. Also educational achievements of a number of migrant and minority groups lag behind the majority population. The EUMC warns that data gaps may result in serious discrimination in key areas remaining unnoticed. The report lists examples of best practice aimed at combating the exclusion of minorities.

Book excerpt: Following the terrorist attacks in the U.S. on 11 Sept., a reporting system was implemented on potential anti-Islamic reactions in the 15 European Union (EU) Member States. This report, based on 15 country reports, presents a comparative analysis of acts of aggression and changes in attitudes towards Muslims and other minority groups across the EU in the wake of 11 Sept. Its findings show that Islamic communities and other vulnerable groups have become targets of increased hostility since 11 Sept., although attempts to allay fears sometimes led to a new interest in Islamic culture and to practical interfaith initiatives. The report's recommendations are drawn from examples of good practice in overcoming fears and tackling prejudice.

EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. The second part of the book examines the extent to which EU law and policy objectives have, in practice, been integrated, exploring the effects in the key areas of employment, social inclusion (including education, health and housing), immigration, and criminal law.

The desire to counter antisemitism was a significant impetus toward the formation of the EU in the twentieth century and now prejudice against Jews threatens to subvert that goal in the twenty-first. The European Union, Antisemitism, and the Politics of Denial offers an overview of the circumstances that obliged European political institutions to take action against antisemitism and considers the effectiveness of these interventions by considering two seemingly dissimilar EU states, Austria and Sweden. This examination of the European Union’s strategy for countering antisemitism discloses escalating prejudice within the EU in the aftermath of 9/11. R. Amy Elman contends that Europe’s political actors have responded to the challenge and provocation of antisemitism with only sporadic rhetoric and inconsistent commitment; this halfhearted strategy for countering anti-Semitism exacerbates skepticism toward EU institutions and their commitment to equality and justice. This exposition of the insipid character of the EU’s response simultaneously suggests alternatives that might mitigate the subtle and potentially devastating creep of antisemitism in Europe. The author offers a new approach insofar as scholarly considerations of the EU’s attempts to combat racism rarely focus on antisemitism, while scholarship on antisemitism rarely considers the political context of the European Union.

By addressing this question the book contributes to three current debates with respect to EU migration management: 1) that recent developments in EU migration management represent a profound spatial and organizational reconfiguration of the regional governance of migration, 2) the trend towards the externalization or subcontracting of migration control and, 3) how the implications of Europe’s changing immigration policy are increasingly felt across the European neighborhood and beyond. Based on new empirical research, the authors in this collection explore these three processes and their consequences for both member and non-member EU states, for migrants themselves, and for migration systems in the region. The collection indicates that despite the rhetoric of social and spatial integration across the EU region, as one wall has come down, new walls have gone up as novel migration and security policy frameworks have been erected – making European immigration more complex, and potentially more influential beyond the EU zone, than ever.
