This change had two consequences; first, a need to recruit more black families and, second, a commitment to providing a 'more ethnically sensitive service'. This study looks at how new policy was developed and implemented and, in particular, how 'good' practice of the past came to be regarded as malpractice in the present and the tensions and conflicts which ensued. The recruitment and selection procedure for new foster parents is viewed as an interactive process in which applicants are active participants rather than simply passive objects.

COIL, the acronym for Collaborative Online International Learning, is a central modality of what has come to be known as virtual exchange. Since its first iteration in 2002, it has gradually established itself as a mature pedagogy that is being increasingly implemented across the world and is validated by a growing body of research. COIL Virtual Exchange at its most essential is a bi-lateral online exchange involving the integration of existing courses across two, or sometimes more, institutions that are geographically and/or culturally distinct. To launch a COIL VE course, the instructor of a class at a higher education institution in one location links online with a professor and his or her class in another region or country. Together, their students engage and develop joint projects, usually over a continuous five to eight-week period. Compared to the limited number of students worldwide who can engage in study abroad, COIL VE potentially opens up more equitable and inclusive participation in international education and intercultural experiences to all students, involves them in rigorous disciplinary and interdisciplinary studies, and promotes close and constructive engagement with students with different cultural perspectives.While many COIL courses are launched by individual instructors, based on their research connections and online outreach, they are being increasingly supported and led by dedicated COIL Coordinators who facilitate virtual exchanges and provide professional development. This comprehensive guide covers COIL VE pedagogy, provides examples of what takes place in the COIL classroom, and explores what instructors and staff need to know to facilitate and support a variety of COIL courses across the curriculum. It addresses how institutional stakeholders, especially those in leadership positions, can develop and embed a successful COIL initiative at their institution. Book excerpt: The use of assisted reproductive technologies (ART)—in vitro fertilization, artificial insemination, and gestational surrogacy—challenges contemporary notions of what it means to be parents or families. Camisha A. Russell argues that these technologies also bring new insight to ideas and questions surrounding race. In her view, if we think of ART as medical technology, we might be surprised by the importance that people using them put on race, especially given the scientific evidence that race lacks a genetic basis. However if we think of ART as an intervention to make babies and parents, as technologies of kinship, the importance placed on race may not be so surprising after all. Thinking about race in terms of technology brings together the common academic insight that race is a social construction with the equally important insight that race is a political tool which has been and continues to be used in different contexts for a variety of ends, including social cohesion, economic exploitation, and political mastery. As Russell explores ideas about race through their role in ART, she brings together social and political views to shift debates from what race is to what race does, how it is used, and what effects it has had in the world.

Can they impart to them the survival skills necessary to survive in the racially stratified United States? Concerns over racial identity have been at the center of controversies over transracial adoption since the 1970s, as questions continually arise about whether White parents are capable of instilling a positive sense of African American identity in their Black children. Through in-depth interviews with adult transracial adoptees, as well as with social workers in adoption agencies, Sandra Patton, herself an adoptee, explores the social construction of race, identity, gender, and family and the ways in which these interact with public policy about adoption. Patton offers a compelling overview of the issues at stake in transracial adoption. She discusses recent changes in adoption and social welfare policy which prohibit consideration of race in the placement of children, as well as public policy definitions of "bad mothers" which can foster coerced aspects of adoption, to show how the lives of transracial adoptees have been shaped by the policies of the U.S. child welfare system. Neither an argument for nor against the practice of transracial adoption, BirthMarks seeks to counter the dominant public view of this practice as a panacea to the so-called "epidemic" of illegitimacy and the misfortune of infertility among the middle class with a more nuanced view that gives voice to those directly involved, shedding light on the ways in which Black and multiracial adoptees articulate their own identity experiences.

Book excerpt: Explores the role played by missionaries in the twentieth-century transnational adoption movement Between 1953 and 2018, approximately 170,000 Korean children were adopted by families in dozens of different countries, with Americans providing homes to more than two-thirds of them. In an iconic photo taken in 1955, Harry and Bertha Holt can be seen descending from a Pan American World Airways airplane with twelve Asian babies—eight for their family and four for other families. As adoptive parents and evangelical Christians who identified themselves as missionaries, the Holts unwittingly became both the metaphorical and literal parental figures in the growing movement to adopt transnationally. Missionaries pioneered the transnational adoption movement in America. Though their role is known, there has not yet been a full historical look at their theological motivations—which varied depending on whether they were evangelically or ecumenically focused—and what the effects were for American society, relations with Asia, and thinking about race more broadly. Adopting for God shows that, somewhat surprisingly, both evangelical and ecumenical Christians challenged Americans to redefine traditional familial values and rethink race matters. By questioning the perspective that equates missionary humanitarianism with unmitigated cultural imperialism, this book offers a more nuanced picture of the rise of an important twentieth-century movement: the evangelization of adoption and the awakening of a new type of Christian mission.

It was conceived as a direct response to policy-related and media-generated concerns about male teacher shortage and offers a critique of the call for more male role models in elementary schools to address important issues regarding gender, race and the politics of representation. By including the perspectives of minority teachers and students, and by drawing on feminist, queer and anti-racist frameworks, this book rejects the familiar tendency to resort to role modelling as a basis for explaining or addressing boys’ disaffection with schooling. Indeed, the authors argue, on the basis of their research in urban schools in Canada and Australia, that educational policy concerned with male teacher shortage and the plight of disadvantaged minority boys would benefit from engaging with analytic perspectives and empirical literature that takes readers beyond hegemonic discourses of role modelling. A compelling case is presented for the need to disarticulate discourses about role modelling from a politics of representation that is committed to addressing the reality of the impact of racial and structural inequalities on both minority teachers and students’ participation in the education system. The book also provides insight into the persistence of gender inequality as it relates to the status of elementary school teaching as women’s work.
