Book excerpt: This paper describes Rhode Island's progress in implementing a comprehensive and coherent approach to education reform from the time of application through June 30, 2011. In particular, this report highlights key accomplishments over the reporting period in the four reform areas: standards and assessments, data systems to support instruction, great teachers and leaders, and turning around lowest-achieving schools. Race to the Top has provided Rhode Island with the funding needed to carry out a single powerful vision: an education system that prepares all Rhode Island students for success in college, careers, and life. Rhode Island's comprehensive strategic plan, Transforming Education in Rhode Island (RIDE Strategic Plan), continues to form the foundation for the state's Race to the Top implementation. Rhode Island is utilizing a unified, statewide approach toward Race to the Top; the state and participating Local Educational Agencies (LEAs) are working together to build and implement statewide systems of support that benefit all students and educators. Rhode Island has adopted the Common Core State Standards and has held Study of the Standards training sessions with more than 50% of the state's educators in 19 districts in order to prepare for the transition to the Common Core. The training sessions, which continue into year two, will help educators and administrators understand how the Common Core will impact their classroom practice. Rhode Island has engaged in planning activities around enhancing its data systems to support instruction, as well as developing the systems that will support critical activities around instruction and assessment. This included establishing a Data Governance Board to oversee all elements of the data enterprise system and stakeholder engagement. Rhode Island has developed a model educator evaluation system in collaboration with educators from more than 23 school districts and education organizations in Rhode Island. Rhode Island utilized the analysis of student-test-score and graduation-rate data to identify five persistently lowest-achieving (PLA) schools. Through the Protocol for Intervention: Persistently Lowest-Achieving Schools, approved by the Board of Regents, Rhode Island has articulated all roles, responsibilities, and expectations for LEA leadership once a school is identified as PLA and the models recommended for addressing their schools' PLA status. Book excerpt: This State-specific summary report serves as an assessment of Rhode Island's Year 1 Race to the Top implementation, highlighting successes and accomplishments, identifying challenges, and providing lessons learned from implementation to date. According to the State, in Year 1, Rhode Island greatly increased statewide capacity to begin implementation of the State's Race to the Top plan and engaged in the foundational work necessary to bring each project to scale in the upcoming grant years. In addition, the Rhode Island Department of Education (RIDE) approved three evaluation systems as meeting the State standards. The majority of LEAs will implement the Rhode Island Model Educator Evaluation System (Rhode Island model), six LEAs will implement the Rhode Island Federation of Teachers and Health Professionals (RIFTHP) educator evaluation system, and one LEA will use a locally developed evaluation system. Rhode Island created a new induction and mentoring program for first- and second-year teachers that emphasizes instructionally focused, data-driven coaching. In Year 1, the State engaged in a rigorous interview process to identify and hire induction coaches. Every new teacher has been matched with a coach to provide one-on-one job-embedded support for SY 2011-2012. Rhode Island faced challenges in its effort to implement projects to support its persistently lowest-achieving (PLA) schools. In particular, leadership changes at the LEA level, labor-management issues, and efforts to refine the approach to supporting PLA schools led to delays in implementing the State's School Improvement Grant (SIG) program and providing additional support to these schools. In addition, the State's High-Performing Charter Schools project faced delays due to a need to provide additional time for Charter Management Organizations (CMOs) to formulate plans. In Year 1, RIDE recognized that successful implementation of the Race to the Top plan would require a high level of progress monitoring, communication, and collaboration between RIDE and LEAs. To achieve this, the State has engaged LEAs in the design of the LEA performance management process and created opportunities for feedback on challenges and implementation concerns. Having reflected on the effectiveness of communication strategies in Year 1, the State is moving toward more coordinated communications around Race to the Top projects in Year 2. RIDE discussed a communications coordination framework/plan with its project teams at its Race to the Top Year 2 planning meeting. A glossary is included. (Contains 3 footnotes.) Book excerpt: Race to the Top (RTT) is a first-of-its kind $4.35 billion competitive grant program designed to spur state-level education innovation to boost student achievement, close achievement gaps, and prepare students for college and careers. Originally authorized in 2009 under the American Recovery and Reinvestment Act, RTT encourages states to develop and implement key reform strategies around four core components: (1) Adopting rigorous college- and career-ready standards and assessments; (2) Recruiting, evaluating, and retaining highly effective teachers and principals; (3) Building data systems that measure student success and inform teaching and learning; and (4) Turning around low-performing schools. In total, 45 states and the District of Columbia applied for funding in three phases. The U.S. Department of Education announced the Phase 1 winners--Delaware and Tennessee--in March 2010. A few months later, the Phase 2 winners--District of Columbia, Florida, Georgia, Hawaii, Maryland, Massachusetts, New York, North Carolina, Ohio, and Rhode Island--were announced. Arizona, Colorado, Illinois, Kentucky, Louisiana, New Jersey, and Pennsylvania were awarded Phase 3 grants in December 2011. March 2014 marks four years since the first grants were announced, and in a little over a year, the RTT funding to these initial set of states will end. An examination of the U.S. Department of Education's latest Annual Performance Report, or APR, data around the four core RTT components demonstrates the states' progress. When necessary, the APRs are supplemented with extant data from other sources, such as the Government Accountability Office. Three overarching findings emerged in the review of the data: (1) Many of the lowest-performing schools in RTT states have achieved impressive results in a short period of time; (2) Four RTT states are at or near full implementation of their educator evaluation systems, and all other states are in the process of implementing their systems. Implementing new, more rigorous educator evaluation systems is technical and arduous work; and (3) All RTT states have adopted college- and career-ready standards and are making progress toward implementation of assessments aligned with those standards.
