In a penetrating critique of the famed race relations paradigm, he asks why a paradigm invented four decades before the Civil Rights Revolution still dominates both academic and popular discourses four decades after that revolution. On race, Steinberg argues that even the language of "race relations" obscures the structural basis of racial hierarchy and inequality. Generations of sociologists have unwittingly practiced a "white sociology" that reflects white interests and viewpoints. What happens, he asks, when we foreground the interests and viewpoints of the victims, rather than the perpetrators, of racial oppression? On ethnicity, Steinberg turns the tables and shows that the early sociologists who predicted ultimate assimilation have been vindicated by history. The evidence is overwhelming that the new immigrants, including Asians and most Latinos, are following in the footsteps of past immigrants—footsteps leading into the melting pot. But even today, there is the black exception. The end result is a dual melting pot—one for peoples of African descent and the other for everybody else. Hunter, one of North Carolina's outstanding black reformers, was born a slave in Raleigh around 1851, and he lived there until his death in 1931. As public school teacher, journalist, and historian, Hunter devoted his long life to improving opportunities for blacks. A political activist, but never a radical, he skillfully used his journalistic abilities and his personal contacts with whites to publicize the problems and progress of his race. He urged blacks to ally themselves with the best of the white leaders, and he constantly reminded whites that their treatment of his race ran counter to their professed religious beliefs and the basic tenets of the American liberal tradition. By carefully balancing his efforts, Hunter helped to establish a spirit of passive protest against racial injustice. John Haley's compelling book, largely based on Hunter's voluminous papers, affords a unique opportunity to view race relations in North Carolina through the eyes of a black man. It also provides the first continuous survey of the black experience in the state from the end of the Civil War to the Great Depression, an account that critiques the belief that race relations were better in North Carolina than in other southern states.

Woodson (1875-1950) used the black press and modern public relations techniques to popularize black history during the first half of the twentieth century. Explanations for Woodson's success with the modern black history movement usually include his training, deep-rooted principles, and single-minded determination. Often overlooked, however, is Woodson's skillful use of newspapers in developing and executing a public education campaign built on truth, accuracy, fairness, and education. Burnis R. Morris explains how Woodson attracted mostly favorable news coverage for his history movement due to his deep understanding of the newspapers' business and editorial models as well as his public relations skills, which helped him merge the interests of the black press with his cause. Woodson's publicity tactics, combined with access to the audiences granted him by the press, enabled him to drive the black history movement--particularly observance of Negro History Week and fundraising activities. Morris analyzes Woodson's periodicals, newspaper articles, letters, and other archived documents describing Woodson's partnership with the black press and his role as a publicist. Lauded by some in his own lifetime as a black George Washington, he was also derided by others as a Benedict Arnold. In The Education of Booker T. Washington, Michael West offers a major reinterpretation of one of the most complex and controversial figures in American history. West reveals the personal and political dimensions of Washington's journey "up from slavery." He explains why Washington's ideas resonated so strongly in the post-Reconstruction era and considers their often negative influence in the continuing struggle for equality in the United States. West's work also establishes a groundwork for understanding the ideological origins of the civil rights movement and discusses Washington's views on the fate of race and nation in light of those of Thomas Jefferson, Frederick Douglass, Martin Luther King Jr., and others. West argues that Washington's analysis was seen as offering a "solution" to the problem of racial oppression in a nation professing its belief in democracy. That solution was the idea of "race relations." In practice, this theory buttressed segregation by supposing that African Americans could prosper within Jim Crow's walls and without the normal levers by which other Americans pursued their interests. Washington did not, West contends, imagine a way to perfect democracy and an end to the segregationist policies of southern states. Instead, he offered an ideology that would obscure the injustices of segregation and preserve some measure of racial peace. White Americans, by embracing Washington's views, could comfortably find a way out of the moral and political contradictions raised by the existence of segregation in a supposedly democratic society. This was (and is) Washington's legacy: a form of analysis, at once obvious and concealed, that continues to prohibit the realization of a truly democratic politics.

Book excerpt: This new book extends Teun A. van Dijk’s earlier research on discursive racism to the Latin world. He presents a first inventory of elite discourse and racism in Spain and Latin America by examining discursive reactions in Spain to recent immigration, as well as age-old racism and ethnicism in text and talk in Latin America (especially Mexico, Brazil, Argentina and Chile). Through careful analysis of the media, political discourse, textbooks and other public discourses in these countries he shows that discursive euro-racism is ubiquitous also in countries outside Europe. Spain reproduces, but as yet in a less radical way, the kind of racist discourse we find elsewhere in Western Europe. In Latin America, ethnicism and racism against the indigenous peoples and against Afrolatins has prevailed in elite discourse since colonialism and slavery. This is the first integrated study of discursive racism in the Latin world and provides a useful framework for similar research.
