Book excerpt: This book critically assesses mobilities across the Mediterranean Basin and explores the implications of changing European relationships in the light of observations of the intersectional formation and evolution of identities, behavior and ideas. Further, it discusses the timely topic of a new diversity of migration and mobility practices (personal and virtual mobilities in terms of gender, motivations, emotional geographies, impacts, and circulation) from conceptual and empirical perspectives, providing new insights for scholars and policy makers in the context of urgently needed national and European policies. Mediterranean Mobilities is based on fieldwork in European and non-European countries and on mutual learning and transfer of knowledge among scholars from nine universities in Morocco, Algeria, Israel, Ireland, Italy, Portugal and Spain, as well as stakeholders in Europe and North Africa. The results stem from the FP7 Marie Curie IRSES project MEDCHANGe coordinated by the book editor. The project comprises fieldwork conducted by distinguished scholars in Europe, Morocco, Algeria and Israel, generating original data and findings on fast changing realities. This book appeals to researchers but also serves as a basic or complementary text in advanced undergraduate, graduate or master’s courses on mobilities/migration, regionalization, cooperation, international relations and Mediterranean studies as part of teaching programs in geography, sociology, international political sciences, as well as programs focusing on regional studies (e.g., European integration). It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.

Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery.
